We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
The mandates of the Ministry of Electricity and Water are hereby adopted in accordance with the attached annex.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The Mandates of the Ministry of Electricity and Water
1. Formulating the necessary plans and studies for electricity and drinking water production and distribution projects in the Sultanate.
2. Using the latest available scientific and technological means to develop sources of electricity and drinking water production.
3. Providing electricity and potable water services in line with urban expansion and population growth in accordance with the capabilities and plans set by the government.
4. Operating and maintaining electricity and water plants and facilities with the necessary efficiency and capacity to ensure the provision of the best services in these two facilities.
5. Issuing regulations for the distribution and connection of electricity and water, determining their tariffs, and the mechanism for collecting consumption fees in accordance with the policy of the state.
6. Formulating the technical specifications for materials used in the field of electricity and potable water services within the framework of the standard specifications adopted in the Sultanate.
7. Issuing the necessary regulations for work in the field of electricity and water and issuing permits for work in this field.
8. Safeguarding the interests of the government in companies in which it contributes and whose primary purpose falls within the mandates of the ministry.
9. Working on training and qualifying Omani officers working in the ministry.
