Royal Decree 41/2024 Promulgating the Advocacy and Legal Consultancy Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Advocacy Law promulgated by Royal Decree 108/96,

and Royal Decree 88/2020 Merging the Ministry of Justice and the Ministry of Legal Affairs into One Ministry Named the Ministry of Justice and Legal Affairs, Determining Its Competences, and Adopting Its Organisational Structure,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Advocacy and Legal Consultancy Law hereby applies.

Article II

The Minister of Justice and Legal Affairs shall issue the executive regulation of the attached law and shall also issue the necessary decisions for implementing its provisions, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of the attached law.

Article III

Existing advocacy offices, civil advocacy firms, and foreign legal consultancy offices shall rectify their status within one year from the date of entry into force of the attached law, and the registration of non-Omani advocates continues until the end of this period.

Existing civil advocacy firms continue to operate if they are in partnership with a non-Omani partner for a period of 3 (three) years from the date of entry into force of the attached law. It is prohibited to assign the firm or any shares in it to a non-Omani during this period, and the registration of the non-Omani partner continues until the end of that period.

Article IV

The aforementioned Advocacy Law is hereby repealed, as well as all that is contrary to this decree and the attached law, or in conflict with their provisions.

Article V

This decree must be published in the Official Gazette, and comes into force after the lapse of 6 (six) months from the date of its issuance.

Royal Decree 40/2024 Ratifying the Air Services Agreement between the Government of the Sultanate of Oman and the Government of Georgia

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Air Services Agreement between the Government of the Sultanate of Oman and the Government of Georgia signed in Riyadh on 4 December 2023,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 39/2024 Appointing Non-resident Ambassadors

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Law Governing the Foreign Ministry promulgated by Royal Decree 32/2008,

and in pursuance of public interest,

have decreed as follows

Article I

Talal bin Sulaiman bin Habib Al-Rahbi, Our ambassador to the Federative Republic of Brazil, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Bolivarian Republic of Venezuela and the Republic of Ecuador.

Article II

Ahmed bin Mohammed bin Nasser Al-Araimi, Our ambassador to the French Republic, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Portuguese Republic and the Principality of Monaco.

Article III

Malallah bin Mahmoud bin Shaaban Al-Balushi, Our ambassador to Hungary, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Moldova.

Article IV

Saif bin Rashid bin Saif Al-Jahwari, Our ambassador to the Republic of Turkey, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to Turkmenistan, Georgia, and the Republic of Azerbaijan.

Article V

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 38/2024 Granting the Title of Ambassador and Appointing Her as Permanent Representative of the Sultanate of Oman to the United Nations Educational, Scientific and Cultural Organization (UNESCO)

after perusal of the Basic Statute of the State,

the Civil Service Law promulgated by Royal Decree 120/2004,

and the Law Governing the Foreign Ministry promulgated by Royal Decree 32/2008,

and in pursuance of public interest,

have decreed as follows

Article I

Amna bint Salim bin Rashid Al-Balushiya is hereby granted the title of ambassador and appointed a Permanent Representative of the Sultanate of Oman to the United Nations Educational, Scientific and Cultural Organization (UNESCO).

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 37/2024 Ratifying the Kigali Amendment to the Montreal Protocol on Substances That Deplete the Ozone Layer

after perusal of the Basic Statute of the State,

Royal Decree 73/98 Approving the Accession of the Sultanate of Oman to the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances That Deplete the Ozone Layer,

the Kigali Amendment 2019 to the Montreal Protocol on Substances That Deplete the Ozone Layer,

and in pursuance of public interest,

have decreed as follows

Article I

 The aforementioned Kigali amendment is hereby ratified in the form attached.

Article II

Competent entities shall deposit the instrument of ratification for the aforementioned amendment in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 36/2024 Assigning Some Competences to the Ministry of Finance and the Ministry of Economy

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

Royal Decree 94/2020 Establishing the Ministry of Economy, Determining Its Competences, and Adopting Its Organisational Structure,

and Royal Decree 91/2022 Determining the Competences of the Ministry of Finance and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The texts of clauses 6 and 7 of annex 1 attached to the aforementioned Royal Decree 94/2020 are hereby replaced with the following texts:

6. Studying the proposals submitted by the units of the administrative apparatus of the state and other public legal persons regarding development projects in terms of the importance and priority of their implementation.

7. Approving five-year development plans and submitting them, after coordination with the Ministry of Finance, to the Council of Ministers for adoption.

Article II

A new clause numbered 4bis is hereby added to annex 1 attached to the aforementioned Royal Decree 91/2022 with the following text:

4bis. Approving the annual development budget after the approval of the Council of Ministers.

Article III

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

the Judicial Authority Law promulgated by Royal Decree 90/99,

Royal Decree 117/2010 Establishing Courts of Appeal,

and Royal Decree 35/2022 regarding the Governance of the Administration of Judicial Affairs,

and in pursuance of public interest,

have decreed as follows

Article I

The Court of Appeal in the Wilayat of Mudhaibi stipulated in article I of the aforementioned Royal Decree 117/2010 is hereby abolished.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

have decreed as follows

Article I

Saleh bin Yahya bin Masood Al-Maskari is hereby transferred from the Ministry of Defence to the Foreign Ministry with his same financial allocations and employment privileges.
