We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 21/2025 Determining the Mandates of the Foreign Ministry,

and the Law of the Diplomatic and Consular Corps issued by Royal Decree 22/2025,

and in pursuance of public interest,

have decreed as follows

Article I

An embassy for the Sultanate of Oman is hereby established in Romania.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 58/2025 Declaring Public Benefit Status for the Project of Sultan Faisal Bin Turki Road (Dibba—Lima—Khasab) in the Governorate of Musandam

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Law on the Expropriation for Public Benefit issued by Royal Decree 71/2023,

and in pursuance of public interest,

have decreed as follows

Article I

The project for Sultan Faisal bin Turki Road (Dibba—Lima—Khasab) in the Governorate of Musandam—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

The relevant entities may seize, through direct execution, real estate and land necessary for the mentioned project, and all establishments on them, in accordance with the provisions of the aforementioned Law on the Expropriation for Public Benefit.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 57/2025 Amending the Name of the Secretariat General of the Tender Board to the Projects, Tenders, and Local Content Authority, Determining Its Mandates, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Tender Law issued by Royal Decree 36/2008,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

Royal Decree 84/2020 regarding the Secretariat General of the Tender Board,

and Royal Decree 73/2023 Assigning the Mandates Relating to the Review of Contracts to the Secretariat General of the Tender Board by Way of Transfer from the Ministry of Justice and Legal Affairs,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Secretariat General of the Tender Board” is hereby amended to the “Projects, Tenders, and Local Content Authority”. It has legal personality, enjoys financial and administrative independence, and is subordinate to the Council of Ministers.

Article II

The Projects, Tenders, and Local Content Authority must have a president with the special grade appointed by royal decree.

Article III

The President of the Projects, Tenders, and Local Content Authority shall manage all the administrative and financial affairs of the authority, and shall represent it in its relations with others and before the judiciary. He has the powers of the head of the unit stipulated in the laws and royal decrees applicable to the units of the administrative apparatus of the state.

Article IV

The Projects, Tenders, and Local Content Authority shall assist the Tender Board and the executive committee formed by a decision by the Council of Ministers for following up the implementation of the local content policy in regard to the exercise of their prescribed mandates, by carrying out all technical and administrative work and providing the necessary logistical services required for this.

Article V

The mandates of the Projects, Tenders, and Local Content Authority are hereby determined in accordance with the attached annex 1.

Article VI

The organisational structure of the Projects, Tenders, and Local Content Authority is hereby adopted in accordance with the attached annex 2.

Article VII

The provisions of this decree do not prejudice any mandates prescribed to the Tender Board in laws and royal decrees.

Article VIII

The phrases “Secretariat General of the Tender Board” and “Secretary General of the Tender Board” are hereby replaced with the phrases “Projects, Tenders, and Local Content Authority” and “President of the Projects, Tenders, and Local Content Authority” wherever they occur in laws and royal decrees.

Article IX

The mentioned Royal Decrees 84/2020 and 73/2023 are hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.

Article X

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 56/2025 Issuing the Personal Income Tax Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System for the Collection of Taxes, Fees, and Other Amounts Due to Units of the Administrative Apparatus of the State issued by Royal Decree 32/94,

the Income Tax Law issued by Royal Decree 28/2009,

the Value Added Tax Law issued by Royal Decree 121/2020,

the Electronic Transactions Law issued by Royal Decree 69/2008,

Royal Decree 66/2019 Establishing the Tax Authority,

and Royal Decree 42/2020 issuing the System of the Tax Authority and Approving Its Organisational Structure,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Personal Income Tax Law hereby applies.

Article II

The Chairman of the Tax Authority shall issue the executive regulation of the attached law within a year from the date of its publication in the Official Gazette, and shall also issue the necessary decisions for the implementation of its provisions.

Article III

Article 18bis(1) of the mentioned Income Tax Law is hereby repealed, as well as all that is contrary to the attached law or in conflict with its provisions.

Article IV

This decree must be published in the Official Gazette, and comes into force on 1 January 2028.

Royal Decree 55/2025 Declaring Public Benefit Status for the Development Project of Bawshar Sands in the Governorate of Muscat

after perusal of the Basic Statute of the State,

and the Law on the Expropriation for Public Benefit issued by Royal Decree 71/2023,

and in pursuance of public interest,

have decreed as follows

Article I

The Development Project of Bawshar Sands in the Governorate of Muscat—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, lands necessary for the project stipulated in article I, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 52/2025 Abolishing the Oman Centre for Governance and Sustainability

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, Royal Decree 30/2015 Establishing the Oman Centre for Governance and Sustainability and Issuing Its System, the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020, and Royal Decree 20/2024 Establishing the Financial Services Authority and Issuing Its System, and in pursuance of public interest,

have decreed as follows

Article I

The Oman Centre for Governance and Sustainability is hereby abolished.

Article II

The allocations, assets, rights, obligations, and holdings of the Oman Centre for Governance and Sustainability are hereby transferred to the Financial Services Authority.

Article III

The officers of the Oman Centre for Governance and Sustainability are hereby transferred to the Financial Services Authority with their same financial grades.

Article IV

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article V

Royal Decree 51/2025 Transferring the Directorate General of Medical Services from the Diwan of Royal Court to the Ministry of Health

after perusal of the Basic Statute of the State,

Royal Decree 33/2013 Regarding the Medical and Allied Health Professions in Government Medical Establishments (Civil and Military),

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

Royal Decree 71/2021 Adopting the Organisational Structure of the Diwan of Royal Court,

and Royal Decree 10/2024 Determining the Competences of the Ministry of Health and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The Directorate General of Medical Services is hereby transferred from the Diwan of Royal Court to the Ministry of Health.

Article II

All allocations, assets, rights, obligations, and holdings of the Directorate General of Medical Services are hereby transferred to the Ministry of Health.

Article III

Those occupying medical and allied health professions and other officials in the Directorate General of Medical Services are hereby transferred to the Ministry of Health with their same employment status, grades, and financial allocations.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Brigadier Sulaiman bin Ali bin Ahmed Al-Husseini is hereby promoted to the rank of Major General and appointed President of the Civil Defence and Ambulance Authority.
