Royal Decree 17/2024 Appointing Non-Resident Ambassadors

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Law Governing the Foreign Ministry promulgated by Royal Decree 32/2008,

and in pursuance of public interest,

have decreed as follows

Article I

Talal bin Sulaiman bin Habib Al-Rahbi, Our ambassador to the Federative Republic of Brazil, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Oriental Republic of Uruguay and the Republic of Colombia.

Article II

Bader bin Mohammed bin Bader Al-Mandhari, Our ambassador to the United Kingdom of Great Britain and Northern Ireland, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Iceland.

Article III

Ahmed bin Ali bin Said Al-Rashdi, Our ambassador to the Democratic Socialist Republic of Sri Lanka, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Maldives.

Article IV

Hamood bin Salim bin Abdullah Al-Tuwaih, Our ambassador to the Russian Federation, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Armenia and the Republic of Serbia.

Article V

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

His Highness Ambassador Sayyid Faisal bin Turki bin Mahmood Al-Said, Our ambassador to the Kingdom of Saudi Arabia, is hereby appointed Permanent Delegate of the Sultanate of Oman to the Digital Cooperation Organization in Riyadh.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 14/2024 Determining the Competences of the Ministry of Social Development and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and Royal Decree 32/2003 Determining the Competences of the Ministry of Social Development and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The competences of the Ministry of Social Development are hereby determined in accordance with the attached annex 1.

Article II

The organisational structure of the Ministry of Social Development is hereby adopted in accordance with the attached annex 2.

Article III

The aforementioned Royal Decree 32/2003 is hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 13/2024 Amending Some Provisions of the Law of the State of Emergency

after perusal of the Basic Statute of the State,

and the Law of the State of Emergency promulgated by Royal Decree 75/2008,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments to the aforementioned Law of the State of Emergency are hereby implemented.

Article II

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 12/2024 Appointing to Some Positions

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, the Civil Service Law promulgated by Royal Decree 120/2004, and Royal Decree 31/2006 Promulgating the System of the Oman Medical Specialty Board, and in pursuance of public interest,

have decreed as follows

Article I

Those named below are hereby appointed each to the position following their name:

– Dr Fatma bint Mohammed bin Baqir Al-Ajmiya Executive President of the Oman Medical Specialty Board with her same grade and financial allocations.

– Dr Ahmed bin Salim bin Saif Al-Manthari Undersecretary of the Ministry of Health for Health Planning and Regulation.

– Suleiman bin Nasser bin Khamis Al-Hajji Undersecretary of the Ministry of Health for Administrative and Financial Affairs.

– Ahmed bin Saleh bin Sufyan Al-Rashdi Undersecretary of the Ministry of Endowments and Religious Affairs.

– Mahmood bin Abdullah bin Ahmed Al-Owaini Secretary General of the Ministry of Finance with the special grade.

Royal Decree 11/2024 Establishing the University Medical City and Promulgating Its System

Arabic

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 33/2013 regarding the Medical and Allied Health Professions in Government Medical Establishments (Civil and Military),

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

A medical city named the “University Medical City” is hereby established. It shall have legal personality, and shall enjoy financial and administrative independence. It shall be subordinate to the Minister of Health, and the provisions of the attached system shall apply to it.

Article II

The headquarters of the University Medical City shall be in the Governorate of Muscat, and it is permitted to establish branches of it in other governorates by a decision by the board of directors of the city.

Article III

All allocations, assets, rights, obligations, and holdings relating to each of: Sultan Qaboos University Hospital, the National Centre for Hematology and Marrow Transplantation, and the Sultan Qaboos Comprehensive Cancer Care and Research Centre are hereby transferred to the University Medical City.

Those occupying medical and allied health professions in each of: Sultan Qaboos University Hospital, the National Centre for Hematology and Marrow Transplantation, and the Sultan Qaboos Comprehensive Cancer Care and Research Centre are hereby transferred to the University Medical City, with their same grades, allocations, and employment status, as well as other employees of these entities with their same financial grades.

The implementation of this article shall be in accordance with the mechanism and controls prescribed by the Board of Directors of the University Medical City, after coordination with the Vice Chancellor of Sultan Qaboos University.

Article IV

The civil government medical establishments and the government entities supporting them, which shall be determined by a decision by the Council of Ministers on the basis of a proposal by the Board of Directors of the University Medical City, shall be merged into the University Medical City.

The provisions of article III of this decree shall apply in regard to the transfer of the allocations, assets, rights, obligations, and holdings of the aforementioned establishments and entities as well as the transfer of their employees to the University Medical City, after coordination with the competent authority in regard to these entities, from the date of the issuance of the decision of the Council of Ministers referred to in the first paragraph of this article.

Article V

The Chairman of the Board of Directors of the University Medical City shall issue the necessary regulations and decisions for implementing the provisions of this decree and the attached system, and until they are issued, the regulations and decisions in force in the entities stipulated in article III of this decree continue to operate in regard to matters not governed by a special text in this decree or the attached system, and to the degree that they do not contradict with their provisions.

Article VI

All that is contrary to this decree and the attached system, or in conflict with their provisions, is hereby repealed.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 10/2024 Determining the Competences of the Ministry of Health and Adopting its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 36/2014 Determining the Competences of the Ministry of Health and Adopting Its Organisational Structure,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and Royal Decree 80/2020 Adopting the Organisational Structure of the Ministry of Health,

and in pursuance of public interest,

have decreed as follows

Article I

The competences of the Ministry of Health are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Health is hereby adopted in accordance with the attached Annex 2.

Article III

The aforementioned Royal Decrees 36/2014 and 80/2020 are hereby repealed, as well as all that is contrary to this decree, or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

have decreed as follows

The aforementioned petroleum agreement is hereby approved.

Article II
