We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and the Labour Law issued by Royal Decree 35/2003,
and in pursuance of public interest,
have decreed as follows
Article I
The text of article 109 of the mentioned Labour Law is hereby replaced with the following text:
The labour unions shall form a General Federation for Workers of the Sultanate of Oman to represent them in local, regional, and international meetings and conferences. Labour unions are permitted to form labour federations among themselves.
Article II
The text of article 110 of the mentioned Labour Law is hereby replaced with the following text:
Labour unions, labour federations, and the General Federation for Workers of the Sultanate of Oman enjoy independent legal personality, from the date of registration with the ministry, and they have the right to exercise their activities with complete freedom without interference in or influence over their affairs.
The minister shall issue the decisions governing the formation, work, and registration of labour unions, labour federations, and the General Federation for Workers of the Sultanate of Oman.
Article III
The text of article 110bis of the mentioned Labour Law is hereby replaced with the following text:
It is not permitted to impose the punishment of dismissal or any other punishment on representatives of workers in labour unions, labour federations, or the General Federation for Workers of the Sultanate of Oman because of the exercise of their labour union activities in accordance with this law and the ministerial decisions implementing it.
Article IV
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
