Royal Decree 42/2016 Ratifying the Agreement between the Government of the Sultanate of Oman and the Government of the Russian Federation on Mutual Visa Exemption for Holders of Diplomatic, Special and Service Passports

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Agreement Between the Government of the Sultanate of Oman and the Government of the Russian Federation on Mutual Visa Exemption for Holders of Diplomatic, Special and Service Passports signed in the city of Muscat on 3 February 2016,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Agreement Between the Government of the Sultanate of Oman and the Government of the Russian Federation on Mutual Visa Exemption for Holders of Diplomatic, Special and Service Passports

The Government of the Sultanate of Oman and the Government of the Russian Federation, hereinafter referred to as the “Parties”,

Desiring to strengthen their cooperation and friendly relations and to facilitate the travel of their nationals holding diplomatic, special and service passports,

Have agreed as follows:

Article (1)

Citizens of the Sultanate of Oman holding valid diplomatic, special and service passports and citizens of the Russian Federation holding valid diplomatic and service passports may enter into, stay in, exit from or transit through the territory of State of the other Party without a visa for a period not exceeding (90) ninety days from the date of entry.

Article (2)

Citizens of the Sultanate of Oman holding valid diplomatic, special and service passports, and citizens of the Russian Federation holding valid diplomatic and service passports, who are assigned as members of diplomatic mission, consular posts or missions of their State to international organizations located in the territory of the State of the other Party, as well as members of their families (only spouses, minor children and disabled adult children) holding valid diplomatic, special or service passports, should, upon arrival to the receiving State, obtain a relevant visa from the competent authorities of that State to exit from, enter into and stay in its territory for the period of their accreditation.

Article (3)

Each Party shall notify the other in advance through diplomatic channels of the names of the members of diplomatic missions, consular posts or missions of its State to international organizations located in the territory of the State of the other Party and of the dates of their arrival.

Article (4)

Citizens of the Sultanate of Oman holding valid diplomatic, special and service passports and citizens of the Russian Federation holding valid diplomatic and service passports who stay in the territory of the State of the other Party have the duty to respect the laws and regulations applicable in that territory.

Article (5)

The competent authorities of each of the two Parties reserve the right to refuse the entry into, or shorten the stay in the territory of their State, of any citizen of the State of the other Party exempted from visa requirements as per the provisions of this Agreement whom it may consider undesirable.

Article (6)

1. Each Party may, for reasons of national security, protection of public order or public health, suspend the implementation of this Agreement in whole or in part. The other Party shall be notified through diplomatic channels of such a decision not later than (72) seventy-two hours before its entry into force.

2. The Party which has decided to suspend this Agreement for reasons mentioned in paragraph (1) of this Article shall timely notify the other Party through diplomatic channels of the expiration of the reasons due to which the suspension decision was taken and of the resumption of the implementation of this Agreement.

Article (7)

The competent authorities of both Parties shall exchange through diplomatic channels specimens of their diplomatic, special and service passports and information related to their use within (30) thirty days from the date of signing of this Agreement.

Article (8)

The competent authorities of both Parties shall notify the other party of any modifications of the existing diplomatic, special and service passports and rules related to their use and convey new specimens thereof through diplomatic channels (30) thirty days before the introduction of these changes.

Article (9)

1. This Agreement shall enter into force (30) thirty days after the date of receipt through diplomatic channels of the latter written notification on the fulfillment by the Parties of their internal procedures necessary for its entry into force.

2. This Agreement shall be in force for an indefinite period. Each Party may terminate this Agreement by communicating through diplomatic channels a written notification to the other Party. This Agreement shall remain valid until the expiration of (90) ninety days from the date of receipt of the notification by the other Party.

3. This Agreement may be amended by the mutual agreement of both Parties.

Done at Muscat, on Wednesday, 03/ 02/ 2016, in two originals, each in the Arabic, Russian and English languages, all texts being equally authentic. In case of any divergence in interpretation, the English text shall prevail.
