Royal Decree 12/2026 Amending the Name of the Oman Authority for Academic Accreditation and Quality Assurance of Education to the Oman Authority for Quality Assurance of Education, Determining Its Mandates, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

Royal Decree 79/2020 Determining the Mandates of the Ministry of Education and Adopting Its Organisational Structure,

and Royal Decree 9/2021 regarding the Oman Authority for Academic Accreditation and Quality Assurance of Education,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Oman Authority for Academic Accreditation and Quality Assurance of Education” is hereby amended to the “Oman Authority for Quality Assurance of Education”, and its mandates are hereby determined in accordance with the attached annex 1.

Article II

The Organisational Structure of the Oman Authority for Quality Assurance of Education is hereby adopted in accordance with the attached annex 2.

Article III

All allocations, assets, rights, obligations, and holdings relating to professional licences, national studies, and international studies are hereby transferred from the Ministry of Education to the Oman Authority for Quality Assurance of Education.

Article IV

The officers of the divisions relating to professional licences, national studies, and international studies are hereby transferred from the Ministry of Education to the Oman Authority for Quality Assurance of Education with their same financial grades, in accordance with the coordination between the heads of the two units.

Article V

The phrases “Oman Authority for Academic Accreditation and Quality Assurance of Education” and “executive president” are hereby replaced with the phrases “Oman Authority for Quality Assurance of Education” and “president of the authority” wherever they occur in laws and royal decrees.

Article VI

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article VII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Annex 1
Mandates of the Oman Authority for Quality Assurance of Education

1. Establishing a national system to ensure the quality of education at its various levels and types, in a manner that ensures the achievement of international standards, and encouraging educational institutions to build their internal systems for quality assurance.

2. Evaluating the performance of public and private schools, in accordance with the standards and procedures set by the authority.

3. Ensuring the quality of government and private higher education institutions and programmes, through institutional and programmatic accreditation processes and other quality assurance processes and activities, in accordance with the standards and procedures set by the authority.

4. Exchanging data and information relating to national and international assessment and testing works in coordination with the relevant entities and participating in joint committees in order to ensure the integration of policies and procedures and the achievement of national objectives.

5. Ensuring the process of managing, governing, and implementing the comprehensive national framework for qualifications, introducing Omani qualifications in it, and aligning foreign and international qualifications with it, in accordance with the controls set by the authority.

6. Building a system for preparing, developing, and improving national standardised tests for intermediate grades and aptitude tests (including knowledge, skills, and competencies) for pre-university education in accordance with international best practices and national needs, taking into account the integration of modern technology in them, in accordance with the standards and procedures set by the authority.

7. Participating in international studies on measuring student achievement in various fields, supervising their application, and proposing appropriate solutions to improve the performance of the educational system in accordance with the results of these studies.

8. Establishing an integrated system for professional licences for educational bodies, including in particular the building and development of testing for licences and their renewal, determining performance levels, and ensuring their alignment with the national framework for qualifications.

9. Publishing the results of the processes of the quality assurance of education at all levels and types, and the results of including qualifications in the national qualifications framework, and aligning them with it, in accordance with the controls set by the authority.

10. Ensuring the quality of government and private vocational and technical education institutions in accordance with the standards and policies set by the authority.

11. Building specialised national capabilities in the field of quality assurance of education in educational institutions, and preparing and qualifying specialised competencies concerned with the implementation of external quality assurance processes and activities in accordance with the standards and procedures set by the authority.

12. Regulating the procedures for licensing trained and qualified competencies registered in the national register of external auditors, and establishing a national database in accordance with the standards and procedures set by the authority.

13. Conducting studies and research aimed at enhancing the application of methodologies and frameworks for quality assurance of education at its various levels, and raising the efficiency of educational institutions and their outputs.

14. Proposing draft laws and royal decrees and issuing regulations and decisions relating to the mandates of the authority.

15. Strengthening and developing cooperation in the mandates relating to the authority with other relevant entities in countries and specialised regional and international organisations and establishments.

16. Representing the Sultanate of Oman in regional and international conferences, events, and meetings relating to the mandates of the authority.

17. Any other mandates prescribed by laws and royal decrees.
