Royal Decree 15/2026 Determining the Mandates of the Ministry of Social Development and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

and Royal Decree 14/2024 Determining the Mandates of the Ministry of Social Development and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The mandates of the Ministry of Social Development are hereby determined in accordance with the attached annex 1.

Article II

The Organisational Structure of the Ministry of Social Development is hereby adopted in accordance with the attached annex 2.

Article III

The mentioned Royal Decree 14/2024 is hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Annex 1
Mandates of the Ministry of Social Development

1. Proposing policies and plans in the fields of family affairs, community development, and the care and rehabilitation of persons with disabilities, and presenting them to the Council of Ministers for adoption.

2. Working to expand the base of voluntary and social work and the care, rehabilitation, and integration of persons with disabilities in society by building an effective and complementary partnership between the units of the administrative apparatus of the state, other public legal persons, civil society establishments, and the private sector.

3. Formulating plans and programmes for the welfare and rehabilitation of the targeted groups in accordance with the approved policies.

4. Protecting the rights of persons with disabilities in accordance with the laws and agreements to which the Sultanate of Oman has acceded in coordination with the units of the administrative apparatus of the state, other public legal persons, civil society establishments, and the private sector.

5. Coordinating with the units of the administrative apparatus of the state, other public legal persons, and the private sector in various fields, especially the fields of health, education, and work, and sports and cultural fields, to ensure the provision of integrated services among them in order to ensure the unification of efforts exerted in the fields of family affairs, community development, and the care and rehabilitation of persons with disabilities.

6. Providing services and programmes directed towards the family in order to build a stable and cohesive family and a conscious society.

7. Encouraging the partnership between the public and private sectors to advance family, child, and persons with disabilities issues.

8. Providing services in the field of rehabilitation of persons with disabilities in coordination with competent entities for their integration and enhancing their participation in society.

9. Formulating standards and controls to ensure the quality of services provided in the fields of family development, social welfare, and rehabilitation services for persons with disabilities.

10. Licensing private and civil establishments working in the fields of providing rehabilitation services for persons with disabilities in coordination with the competent entities.

11. Studying and analysing social changes and providing appropriate solutions to them in coordination with the relevant entity.

12. Providing national data and indicators that help in formulating policies relating to the mandates of the ministry, and formulating the plans and programmes necessary for the development of social work and care and rehabilitation services for persons with disabilities.

13. Supporting the research and innovation system in the services provided to segments of society and rehabilitating persons with disabilities in coordination with the competent entity.

14. Formulating protection mechanisms for the target groups and creating the appropriate conditions for them.

15. Strengthening and developing cooperation in mandates relating to the ministry with other relevant entities in countries and specialised regional and international organisations.

16. Representing the Sultanate of Oman in regional and international conferences, events, and meetings relating to the mandates of the ministry.

17. Proposing draft laws and royal decrees and issuing regulations and decisions relating to the mandates of the ministry.

18. Any other mandates prescribed by laws and royal decrees.
