We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,
Royal Decree 52/2006 Establishing the Information Technology Authority,
and Royal Decree 69/2009 Approving the Organisational Structure of the Foreign Ministry,
and in pursuance of public interest,
have decreed as follows
Article I
A ministry named the “Ministry of Technology and Communications” is hereby established. Its competences shall be determined, and its organisational structure shall be approved, by royal decree.
Article II
The competences, allocations, and assets of the Information Technology Authority shall be transferred to the Ministry of Technology and Communications. The competences relevant to policies and legislation relating to the telecommunications sector of the Ministry of Transport and Communications shall also be transferred to it, as well as the competences and allocations of the technology programmes of the technical committee for the localisation of the fourth industrial revolution technologies in the Foreign Ministry.
Article III
The employees of the Information Technology Authority shall be transferred to the Ministry of Technology and Communications with the same employment status and financial entitlements. The employees of the Foreign Ministry and the Ministry of Transport and Communications shall be transferred to it in accordance with the rules issued by a decision by the Minister of Technology and Communications in agreement with the Minister Responsible for Foreign Affairs and Minister of Transport and Communications, each within his competence.
Article IV
All that is contrary to this law, or in conflict with its provisions, is hereby repealed.
Article V
This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
