We, Haitham bin Tarik, the Sultan of Oman
after perusal of the Basic Statute of the State,
and the Penal Law promulgated by Royal Decree 7/2018,
and in pursuance of public interest,
have decreed as follows
Article I
The text of article 71 of the aforementioned Penal Law is hereby replaced with the following text:
Article 71
With the exception of punishments imposed for state security crimes, crimes that prejudice the stature of the state, and terrorism and terrorism financing crimes, the court may, when adjudicating a fine or an imprisonment punishment for a period less than 3 (three) years, order in the sentence a stay of execution, if it sees from the morals of the convict, his history, his age, or the circumstances under which the crime was committed a reason to believe that he will not return to committing a crime, provided he has a known place of residence.
The court may order the stay of execution to be inclusive of the penal effects arising out of the sentence, or any ancillary or complementary punishment except confiscation.
Article II
This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.
