We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Land Law promulgated by Royal Decree 5/80,

the System for Apartments and Floors Ownership promulgated by Royal Decree 48/89,

the System of the Real Estate Register promulgated by Royal Decree 2/98,

the Banking Law promulgated by Royal Decree 114/2000,

and the System of Ownership of Real Estate by Non-Omanis in Integrated Tourism Complexes promulgated by Royal Decree 12/2006,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached System of Escrow Account for Real Estate Development Projects shall apply.

Article II

The Minister of Housing—after coordination with the Ministry of Tourism and the Central Bank of Oman—shall issue the regulation and decisions necessary for the implementation of the provisions of this system.

Article III

This decree shall be published in the Official Gazette, and comes into force after 6 (six) months from the date of its publication.

Royal Decree 29/2018 Issuing the Law on the Prohibition of the Ownership of Land and Real Estate by Non-Omanis in Certain Places

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Land Law promulgated by Royal Decree 5/80,

Royal Decree 5/81 Governing the Usufruct of the Lands of the Sultanate,

the System for Government Land Entitlement promulgated by Royal Decree 81/84,

Royal Decree 21/2004 Regulating the Ownership of Real Estate by the Nationals of the States of Cooperation Council for the Arab States of the Gulf in Member States,

Royal Decree 12/2006 regarding the System for the Ownership of Real Estate by Non-Omanis in Integrated Tourism Complexes,

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law shall apply in regard to the prohibition of the ownership of land and real estate by non-Omanis in certain places.

Article II

The Minister of Housing shall issue the necessary regulations and decisions for implementing the provisions of the attached law after coordination with the competent bodies, and until they are issued, the regulations and decisions in force continue to operate to the degree that they do not contradict with its provisions.

Article III

All that is contrary to the attached law, or in conflict with its provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 28/2018 Amending the Law of the Flag, Emblem, and National Anthem of the State

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96, and the Law of the Flag, Emblem, and National Anthem of the State promulgated by Royal Decree 53/2004, and in pursuance of public interest,

have decreed as follows

Article I

The text of article 12 of the aforementioned Law of the Flag, Emblem, and National Anthem of the State is hereby replaced with the following text:

It is prohibited to use the emblem as a trade mark or for the purpose of commercial advertising or promotion. It is also prohibited to place the emblem on locally produced or manufactured jewellery, products, or tools or to import any of them without the prior permission of the Minister of Commerce and Industry after the approval of the Minister. It is prohibited to display or sell in commercial stores materials manufactured in violation of the provisions of this article. In all cases, the protection stipulated in the previous paragraph applies to the emblem, whether it is placed individually or accompanied by any emblems, drawings, shapes, or images or inserted into the components of any of them. The stated protection also covers official emblems, marks, and symbols of government bodies and the military and security services if the emblem is a part of their components.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

Royal Decree 27/2018 Approving the Accession of the Sultanate of Oman to the Customs Convention on the International Transport of Goods Under Cover of TIR Carnets (TIR Convention)

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Customs Convention on the International Transport of Goods Under Cover of TIR Carnets (TIR Convention) done in Geneva on 14 November 1975,

and after presentation to Majlis Al-Shura,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the aforementioned Customs Convention on the International Transport of Goods Under Cover of TIR Carnets (TIR Convention) is hereby approved in the form attached.

Article II

The Sultanate hereby makes a reservation to paragraphs 2, 3, 4, 5, and 6 of article 57 of the aforementioned convention related to arbitration.

Article III

The competent bodies shall take the measures for accession to the aforementioned convention in accordance with its provisions, taking into consideration the reservation of the Sultanate stipulated in article II above.
