Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State issued by Royal Decree 101/96, the Civil Service Law issued by Royal Decree 8/80 and its amendments, and Royal Decree 90/85 Determining the Employment Status of the Position of “Secretary General”, and in pursuance of public interest,

have decreed as follows

Article I

Ali bin Siddiq bin Ali Al-Zadjali is hereby appointed Secretary General of the Office of His Highness the Special Representative of His Majesty the Sultan.

Article II

Sheikh Sabaa bin Hamdan bin Sabaa Al-Saadi is hereby appointed Secretary General of the Supreme Committee for National Day Celebrations.

Article III

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Scholarships and Education Aid Law issued by Royal Decree 13/85 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

Articles 10, 12 and 15(f) of the mentioned Scholarships and Education Aid Law are hereby repealed.

Article II

The text of article 21 of the mentioned Scholarships and Education Aid Law is hereby replaced with the following text:

Article 21

The postgraduate must serve the government after completing his studies for a period no less than the number of years of his scholarship for postgraduate studies, otherwise he must return all that has been disbursed to him during the period of his scholarship.

It is permitted to exempt him from his obligation as determined by the Civil Service Council in this regard.

Article III

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

the Law of Muscat Municipality issued by Royal Decree 8/92 and its amendments,

and Royal Decree 81/97 Appointing Members of the Municipal Council for Muscat Municipality,

and in pursuance of public interest,

have decreed as follows

Article I

Sayyid Khalid bin Hamad bin Hamoud Al-Busaidi is hereby appointed a member of the Municipal Council of Muscat Municipality for the remainder of the current term of the council 1997-2001, in exception to the provisions of article 8 of the mentioned Law of Muscat Municipality.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
