Based on the Labour Law promulgated by Royal Decree 35/2003,

and Royal Decree 89/2020 Establishing the Ministry of Labour, Determining Its Competences, and Adopting Its Organisational Structure,

and in pursuance of public interest,

it is hereby decided

Article I

The practice of all the following professions and activities in private sector establishments is limited to Omanis:

1. Financial and administrative professions in insurance companies and companies operating in insurance brokerage activities.

2. Professions of selling, accounting, cashier, managing, and arranging goods in shops operating in consumer malls.

3. Account auditing professions in car agencies.

4. All professions of selling new and used vehicles.

5. All accounting professions in the activities of selling new and used vehicles in car agencies.

6. Activity of selling spare parts for new vehicles belonging to car agencies.

Article II

Authorisations for the recruitment of non-Omani manpower and work permits issued for the professions and activities specified in article I of this decision are valid until their expiry date.

Article III

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article IV

This decision shall be published in the Official Gazette, and comes into force after 6 (six) months from the date of its publication.

Article I

The practice of the vehicle driving profession—of any kind—in the following works is limited to Omanis:

1. Transport of fuel.

2. Transport of agricultural materials.

3. Transport of foodstuffs.

It is permitted to authorise the recruitment of 1 (one) non-Omani manpower for the activities stipulated in clauses 2 and 3 of this article as a goods distributor for small and medium enterprises owned by Omani employers who manage it full-time and who are registered with the Small and Medium Enterprises Development Authority and insured with the Public Authority for Social Insurance, provided that the vehicle is commercial and registered in the name of the enterprise.

Article II

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article III

This decision shall be published in the Official Gazette, and comes into force after 6 (six) months from the date of its publication.

2. Professions Related to Optical Activities and Businesses and the Sale of Eyeglasses.

Article II

Labour authorisations for Non-Omani manpower and work permits issued for the professions specified in article I of this decision remain valid until their expiration date.

Article III

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article IV

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
