We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and the Agreement Establishing the Arab Civil Aviation Authority approved by the Council of the League of Arab States by its decision 5440 on 15 September 1994,
and in pursuance of public interest,
have decreed as follows
Article I
The signing of the Agreement Establishing the Arab Civil Aviation Authority, which took place on 26 October 1994, is hereby authorised.
Article II
The mentioned agreement is hereby ratified.
Article III
Competent entities shall deposit the instruments of ratification with the Secretariat General of the League of Arab States in accordance with the provisions of the agreement.
Article IV
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

the Commercial Companies Law 4/74 and its amendments,
Royal Decree 52/91 Recomposing the Board of Directors of Oman Cement Company,
and the Articles of Association of Oman Cement SAOG and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
The following are hereby appointed members of the Board of Directors of Oman Cement SAOG as representatives of the share of the Government of the Sultanate of Oman:

Sheikh Bader bin Salim bin Hamoud Al-Siyabi is hereby appointed to the grade of ambassador in the headquarters of the Foreign Ministry, transferred from the Governorate of Muscat.

and in pursuance of public interest,
have decreed as follows
Article I
The mentioned Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction is hereby ratified.
Article II
Competent entities shall deposit the instruments of ratification in accordance with the provisions of this convention.
Article III
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The mentioned Agreement on the Promotion, Protection, and Guarantee of Investments Among the Member States of the Organisation of the Islamic Conference is hereby ratified.

the United Nations Framework Convention on Climate Change of 1992,
and the Convention on Biological Diversity of 1992,
and in pursuance of public interest,
have decreed as follows
Article I
The accession of the Sultanate of Oman to the following international agreements is hereby approved:
1. The mentioned Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal.
2. The mentioned United Nations Framework Convention on Climate Change.
3. The mentioned Convention on Biological Diversity.
Article II
Competent entities shall deposit the instruments of accession with the Secretary-General of the United Nations in accordance with the provisions of each of the three conventions.
Article III
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
