Royal Decree 23/90 Declaring Public Benefit Status for the Governorate of Muscat Development Project

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 64/78 Issuing the Law on the Expropriation for Public Benefit and its amendements,

and in pursuance of public interest,

have decreed as follows

Article 1

The project for the renewal and development of the Governorate of Muscat—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article 2

The competent entities may seize, through direct execution, land and real estate necessary for the mentioned project, and all establishments on them, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.

Article 3

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Note on Declaring Public Benefit Status to the Governorate of Muscat Development Project

Within the framework of the royal directives of His Majesty Sultan Qaboos bin Said—may God protect him—on the renewal and development of the Governorate of Muscat to meet the contemporary requirements for the modernisation of roads and services in accordance with international standards, the Ministry of Housing has prepared a plan for the development of the area, in which the road areas and lengths have been increased in order to enhance their efficiency and facilitate access to various regions. The plan also included the design of open green spaces to meet environmental and recreational needs. This is in addition to various government services.

The implementation of this project requires that public benefit status be declared to it in order to expropriate the land and real estate obstructing its path in accordance with the provisions of the law and on the basis of the approved planning drawing.
