We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Oil and Minerals Law issued by Royal Decree 42/74,

Royal Decree 89/89 Approving the Petroleum Agreement Between the Government of the Sultanate and Conquest Exploration Oman Inc,

Royal Decree 42/94 Approving the Assignment by Conquest of Part of Its Stake in the Petroleum Agreement,

and the letters of the Minister of Oil and Minerals dated 27 September 1995 and 5 November 1996 approving the assignment,

and in pursuance of public interest,

have decreed as follows

Article I

(a) The assignment by Conquest Exploration Oman Inc of 8.57% of its total rights and obligations in the petroleum agreement dated 23 July 1989 to Aegis Energy Inc, which accepts this assignment, is hereby approved.

(b) The assignment by Aegis Energy of 15% of its total rights and obligations in the petroleum agreement dated 23 July 1989 to Suhail bin Salem bin Abdullah Bahwan, who accepts this assignment, is hereby approved.

Article II

With this assignment, the final shares of the parties to the mentioned petroleum agreement are as follows:

21.43% Conquest Exploration Oman Inc.
50% Arakis Energy Corporation.
13.57% Aegis Energy Inc.
15% Suhail bin Salem bin Abdullah Bahwan.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

Royal Decree 105/96 Regarding the Defence Council

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and in pursuance of public interest,

have decreed as follows

Article I

The Defence Council is hereby formed under the chairmanship of the Sultan and the membership of the following:

– Minister of the Palace Office, Head of the Office of the Supreme Commander of the Armed Forces.

– Inspector General of Police and Customs.

– Chief of Staff of the Sultan’s Armed Forces.

– Commander of the Royal Army of Oman.

– Commander of the Royal Air Force of Oman.

– Commander of the Royal Navy of Oman.

– Commander of the Royal Guard of Oman.

– Head of the Internal Security Service.

Article II

In cases other than those stipulated in article 6 of the Basic Statute of the State, the Defence Council shall meet at the invitation of the Sultan. The council shall consider matters relating to the preservation of the safety of the Sultanate and its defence.

In the case stipulated in the mentioned article 6, the council shall convene by force of law under the chairmanship of its highest-ranking member and in the attendance of at least two-thirds of its members. If more than one member is equal in this rank, the chairmanship must be for the most senior of them, in order to carry out the following:

(a) Inviting the Ruling Family Council to convene to determine to whom the mandate to rule is transferred. If the Defence Council does not take the initiative to issue the invitation, the family council must be deemed to be convened by force of law.

(b) Confirming the person indicated by the Sultan in his letter to the family council, and taking the necessary measures in this regard, if the family council does not agree on the selection of a Sultan for the country within the period specified by law.

The Defence Council shall remain in session until the Sultan takes the oath stipulated in article 7 of the Basic Statute of the State.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 106/96 Ratifying Some of the Protocols Amending the Chicago Convention on International Civil Aviation

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the decision of the General Assembly of the International Civil Aviation Organisation at its eighth session in Montreal on 14 June 1954 approving the amendment of articles 48(a), 49(e), and 61 of the Chicago Convention on International Civil Aviation (Chicago 1944), its decision at its fourteenth session in Rome on 14 September 1962 approving the amendment of article 48(a) of the same convention, and its decision at its twenty-eighth extraordinary session in Montreal on 25 October 1990 approving the amendment of article 50(a) of the mentioned convention,

and the protocols for the mentioned amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned protocols amending the Chicago Convention on International Civil Aviation (Chicago 1944) are hereby ratified.

Article II

The relevant entities shall undertake the necessary measures to implement the mentioned amendments, each within the limits of its mandates.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The Memorandum of Understanding on Joint Cooperation in Combating Crime Between the Government of the Sultanate of Oman and the Government of the Republic of India signed in Muscat on 5 October 1996 is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
