We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,
and the Law on the Expropriation for Public Benefit promulgated by Royal Decree 64/78,
and in pursuance of public interest,
have decreed as follows
Article I
The project for constructing a flood risk protection dam (G2) in Wadi Adai in the Governorate of Muscat, specified in the attached note and masterplan, is hereby deemed a public benefit project.
Article II
Competent bodies may seize, through direct execution, real estate and land necessary for the project, and all establishments on them, in accordance with the provisions of the aforementioned Law on the Expropriation for Public Benefit.
Article III
This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Note on Declaring Public Benefit Status to the Project for Constructing a Flood Risk Protection Dam (G2) in Wadi Adai in the Governorate of Muscat
As part of the efforts of the Ministry of Regional Municipalities and Water Resources to establish public benefit projects, the ministry endeavours to implement the aforementioned project for its importance in providing the necessary protection to reduce the risks of floods and the damage to public and private property leading to a waste of an essential life resource.
The project achieves the following objectives:
- Protecting against flood risk.
- Recharging groundwater reserves and reducing sea lost water.
Whereas the implementation of this project requires expropriating the property affected by it and compensating its owners in accordance with the provisions of the Law on the Expropriation for Public Benefit promulgated by Royal Decree 64/78, an issuance of a royal decree is required to declare the public benefit of this project.
