the Educational Scholarships, Grants, and Aid Law promulgated by Royal Decree 83/2002,
and in pursuance of public interest,
it is hereby decided
Article I
The attached amendments are hereby made to some provisions of the aforementioned Regulation of the Recognition of Non-Omani Higher Education Institutions and the Equivalency of Educational Qualifications They Grant.
Article II
All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.
Article III
This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Amendments to Some Provisions of the Regulation of the Recognition of Non-Omani Higher Education Institutions and the Equivalency of Educational Qualifications They Grant
Article 1
The definitions provided in article 1 (Ministry, Minister, and Undersecretary) of the aforementioned Regulation of the Recognition of Non-Omani Higher Education Institutions and the Equivalency of Educational Qualifications They Grant are hereby replaced with the following:
Ministry: The Ministry of Higher Education, Research, and Innovation.
Minister: The Minister of Higher Education, Research, and Innovation.
Undersecretary: The Undersecretary of the ministry for higher education.
Article 2
The text of article 3 of the aforementioned Regulation of the Recognition of Non-Omani Higher Education Institutions and the Equivalency of Educational Qualifications They Grant is hereby replaced with the following text:
“The committee shall be formed by a decision by the minister under the chairmanship of the undersecretary, and the director of the competent directorate shall be a member and secretary.”
Article 3
The texts of clauses (b) and (f) of article 5 of the aforementioned Regulation of the Recognition of Non-Omani Higher Education Institutions and the Equivalency of Educational Qualifications They Grant are hereby replaced with the following texts:
“(b) Deciding on applications for the equivalency of academic qualifications granted by higher education institutions referred to it by the competent directorate.
(f) Researching and studying any other matters referred to it related to recognition or equivalency.”
Article 4
A new clause is hereby added to the end of article 5 of the aforementioned Regulation of the Recognition of Non-Omani Higher Education Institutions and the Equivalency of Educational Qualifications They Grant with the following text:
“(g) Determining the pathway for specialisations that can or cannot be pursued in further studies.”
Article 5
The text of article 12 of the aforementioned Regulation of the Recognition of Non-Omani Higher Education Institutions and the Equivalency of Educational Qualifications They Grant is hereby replaced with the following text:
“The competent directorate shall undertake the equivalency of academic qualifications that fall under the controls and conditions provided in the provisions of this regulation. It has the right to refer some applications to the committee for decision.”
Article 6
Article 13 of the aforementioned Regulation of the Recognition of Non-Omani Higher Education Institutions and the Equivalency of Educational Qualifications They Grant is hereby repealed.
