Royal Decree 10/2026 Determining the Mandates of the Secretariat General of the Council of Ministers and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 87/81 Establishing the Secretariat General of the Council of Ministers,

Royal Decree 31/2014 Adopting the Organisational Structure of the Secretariat General of the Council of Ministers,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

Royal Decree 95/2020 Determining the Mandates of the Ministry of Information and Adopting Its Organisational Structure,

and Royal Decree 100/2020 Establishing the Oman Vision 2040 Implementation Follow-Up Unit, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The Secretariat General of the Council of Ministers has legal personality and enjoys financial and administrative independence. Its mandates are hereby determined in accordance with the attached annex 1.

Article II

The Organisational Structure of the Secretariat General of the Council of Ministers is hereby adopted in accordance with the attached annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Government Communication Centre in the Ministry of Information and the Directorate General of Quality Management and Government Excellence in the Oman Vision 2040 Implementation Follow-Up Unit are hereby transferred to the Secretariat General of the Council of Ministers.

Article IV

The officers of the Government Communication Centre in the Ministry of Information and the Directorate General of Quality Management and Government Excellence in the Oman Vision 2040 Implementation Follow-Up Unit are hereby transferred to the Secretariat General of the Council of Ministers with their same financial grades.

Article V

The mentioned Royal Decree 31/2014; clauses 24, 25, and 27 of annex 1 attached to the mentioned Royal Decree 95/2020; and clauses 5, 6, 7, and 8 of annex 1 attached to the mentioned Royal Decree 100/2020 are hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.

Article VI

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Annex 1
Mandates of the Secretariat General of the Council of Ministers

1. Studying the topics submitted by the units of the administrative apparatus of the state and other public legal persons, or those that they monitor, preparing them for presentation to the Council of Ministers, and requesting the necessary data and information for this.

2. Coordinating the meetings of the Council of Ministers, preparing its agendas, drafting its minutes and decisions, and documenting them.

3. Following up on the implementation of the decisions of the Council of Ministers, coordinating in their regard with the units of the administrative apparatus of the state and other public legal persons, and following up on the work of the committees and working groups formed by the Council of Ministers.

4. Coordinating with the civil units of the administrative apparatus of the state to address the challenges they face and to find appropriate solutions.

5. Carrying out coordination work between the Council of Ministers and Majlis Oman.

6. Submitting recommendations for the development and alignment of government policies, strategies, initiatives, and programmes, and following up on their implementation.

7. Reviewing topics of a strategic dimension and general directions for future visions, preparing studies, providing the necessary support to facilitate the decision-making process, proposing effective solutions to deal with changes and developments, and incorporating future foresight in government decisions.

8. Preparing the strategies, plans, and programmes necessary for managing and improving government communication, unifying media discourse, and following up on their implementation to strengthen community awareness regarding government projects, decisions, and policies.

9. Monitoring, tracking, and analysing issues circulating through various media outlets, and the interaction of public opinion towards government decisions and projects, establishing facts and responding to published fallacies, and presenting periodic reports to the Council of Ministers.

10. Working to enhance the participation of citizens in the government communication process to express their opinions and proposals through digital platforms or by organising forums and other means, and analysing the results of this in a manner that contributes to improving the quality of performance and services.

11. Studying and analysing the annual plans of the civil units of the administrative apparatus of the state and other public legal persons, and providing them with technical support to ensure that they meet the specified standards and are in line with national programmes and directions.

12. Supervising the enhancement of the competitiveness of the Sultanate of Oman in the international indicators system and following up on its progress and improvement in coordination with the relevant entities.

13. Studying and proposing appropriate programmes to prepare and qualify government efficiency at higher job levels.

14. Following up on the application of government technology to central systems at the level of the administrative apparatus of the state in a manner that enhances the efficiency of government performance.

15. Strengthening and developing cooperation with the civil units of the administrative apparatus of the state and other public legal persons to consolidate the institutional culture, innovation, and the principles of comprehensive quality, in accordance with the best administrative practices.

16. Measuring and following up on the quality of government services provided and the extent of satisfaction of their beneficiaries, and proposing plans for their development, improvement, and simplification in coordination with the relevant entities.

17. Strengthening and developing cooperation and building partnerships with other relevant entities in countries and specialised regional and international establishments.

18. Representing the Sultanate of Oman in regional and international conferences, events, and meetings relating to the mandates of the secretariat general.

19. Any other mandates assigned to it by the Sultan or by virtue of royal decrees, laws, or decisions of the Council of Ministers.
