We, Haitham bin Tarik, the Sultan of Oman
after perusal of the Basic Statute of the State,
and the Law on the Expropriation for Public Benefit issued by Royal Decree 71/2023,
and in pursuance of public interest,
have decreed as follows
Article I
The Project to Construct Rainwater Drainage for the Areas Adjacent to Al-Barakah Palace —specified in the attached note and masterplan—is hereby deemed a public benefit project.
Article II
The competent entities may seize, through direct execution, real estate and land necessary for the mentioned project, and all establishments on them, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.
Article III
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Note on Declaring Public Benefit Status for the Project to Construct Rainwater Drainage for the Areas Adjacent to Al-Barakah Palace
In implementation of the royal directives of His Majesty the Sultan—may God protect Him and save Him—regarding the preparation of the necessary studies and concepts for the proposed paths to address the drainage of rainwater coming from Maabilah South passing through Sultan Haitham City, and heading north along the fence of Al-Barakah Palace from the eastern (Safnat and Sur Majid) and western (Manouma) sides, the Ministry of Housing and Urban Planning has taken the necessary procedures to implement the project in coordination with the competent entities. The preparation of the detailed designs and engineering maps for the project have been completed, and the tender documents for execution are currently being prepared in preparation for floating the tender during the upcoming period.
The mentioned project is part of the plans of the ministry to proceed with the implementation of the Sultan Haitham City project and the need to expand and modify the route of the rainwater drainage channel in accordance with the proposed plan. The project aims to provide a flood risk protection system and reduce the flow of wadi waters towards the residential areas and infrastructure of Sultan Haitham City, and the route of the channel heading north along the fence of Al-Barakah Palace from the eastern and western sides.
The project includes the following works:
1. The wadi route from the western side along the fence of Al-Barakah Palace (Manouma area):
– A channel protected by stones with concrete walls in the upper part with a width of 80 (eighty) metres and a depth of 4 (four) metres. – Preparation of the channel in the lower part (stone protection on the banks) with a width of 80 to 140 (eighty to one hundred and forty) metres and a depth of 3 (three) metres up to the sea discharge point without any sharp bends.
2. The wadi route from the eastern side along the fence of Al-Barakah Palace (Safnat and Sur Majid):
– Constructing a channel with a width of 60 (sixty) metres on the first part until the intersection of the first road and constructing one crossing for rain drainage, then a sloping channel with a width of about 80 (eighty) metres in the remaining part until the sea discharge point of the wadi.
Accordingly, the attached map shows the scope of work of the mentioned project, which requires the issuance of a royal decree declaring the public benefit status of the project in order to undertake procedures to expropriate the establishments and land located within the project boundaries and to compensate their owners in accordance with the provisions of the Law on the Expropriation for Public Benefit issued by Royal Decree 71/2023.
