Ministry of Labour: Ministerial Decision 718/2024 Amending Some Provisions of the Executive Regulation of the Civil Service Law

Based on the Civil Service Law promulgated by Royal Decree 120/2004,

Royal Decree 89/2020 Establishing the Ministry of Labour, Determining Its Competences, and Adopting Its Organisational Structure,

and the Executive Regulation of the Civil Service Law issued by Decision 9/2010,

and in pursuance of public interest,

it is hereby decided

Article I

The text of article 108 of the aforementioned Executive Regulation of the Civil Service Law is hereby replaced with the following text:

Article 108

The official selected to represent the Sultanate of Oman in sports and cultural activities or to participate in official ceremonies must be granted special leave with full salary for a period not exceeding the necessary period specified by the competent entity. This period must include the period of preparation and travel, if necessary, provided that the maximum limit stipulated in the following paragraph regarding leave for some of these activities is taken into account.

The aforementioned leave is granted in the event of sports representation to coaches, referees, administrative staff, and technical staff participating in the following activities:

(a) Internal and external championships.

(b) Internal and external camps of the national teams provided that the leave period does not exceed 30 (thirty) days in one camp and does not exceed 90 (ninety) days in the year.

(c) Training courses in the fields of coaching, refereeing, and management provided that the duration of the single course does not exceed 75 (seventy-five) days.

The number of administrative staff selected in the internal and external championships and camps referred to in clauses (a) and (b) and those to be enrolled in the training courses referred to in clause (c) must not exceed two from each unit.

(d) His Majesty the Sultan’s Cup competition and the general league, when an official is participating in the matches, provided that this requires travelling a distance from the headquarters of the club to which the official belongs by not less than 150 (one hundred and fifty) kilometres, and provided that the leave period does not exceed two days for each match in accordance with the official schedules of the matches.

The aforementioned leave must also be granted in the event of sports representation of players in team or individual games in the national teams for a period of one year, subject to renewal, and in clubs for a period of a sports season in accordance with the official schedules, provided that the necessary period is added to the His Majesty the Sultan’s Cup competition and the general league. In this case, the Ministry of Culture, Sports, and Youth shall submit a request to the employer of the official to be granted leave and its duration.

Article II

This decision must be published in the Official Gazette, and comes into force on the day following the date of its publication.
