We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and Royal Decree 25/84 Governing the Criminal Judiciary and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
A new article numbered 3bis is hereby added to the mentioned Royal Decree 25/84 with the following text:
Article 3bis
The convicted person and the prosecution authority may file a grievance to His Majesty the Sultan against the decision of the State Advisor for Criminal Affairs to ratify in accordance with the first paragraph of the preceding article within a month from the date of ratification of the judgment. His Majesty the Sultan may—if he determines that the reasons on which the grievance is based are serious—reconsider the decision or form a committee to decide on the grievance. The decision issued in either case must be final.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its publication.
