We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
Royal Decree 86/97 Regarding Majlis Oman and its amendments,
and the Internal Regulation of Majlis Al-Dawla issued by Royal Decree 87/97,
and in pursuance of public interest,
have decreed as follows
Article I
The attached amendments are hereby made to the mentioned Internal Regulation of Majlis Al-Dawla.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Amendments to the Internal Regulation of Majlis Al-Dawla Issued by Royal Decree 87/97
First: The texts of articles 15, 23, and 49 of the mentioned Internal Regulation of Majlis Al-Dawla are replaced with the following texts:
Article 15
The chairman of the majlis may delegate any of his deputies in some of his mandates and may delegate any of them to chair some of the sessions of the majlis or the office of the majlis. The delegated deputy shall have the mandates prescribed in this regulation for the chairman of the majlis in managing the sessions.
Article 23
The chairman of the majlis may invite the office to periodic meetings and may invite it to emergency meetings.
The meeting of the office is not valid unless attended by the majority of its members, provided that the chairman or one of his deputies is among them. Its decisions are issued with the approval of the majority of those present, provided that the chairman or one of his deputies is among them in the event of the absence of the chairman. It is not permitted for anyone other than the members of the majlis to attend its meetings except the secretary general, whoever is authorised to do so from among the rest of the members of the majlis and its officers, and whoever the office deems fit to invite from among government officials or others for a matter relating to a subject matter presented before it.
Article 49
The chairman of the majlis shall refer the draft laws received from the government to the competent committees for review and submission of reports on them to the majlis.
Second: A second paragraph is added to article 51 of the mentioned Internal Regulation of Majlis Al-Dawla with the following text:
The majlis may review the draft laws received from the government with Majlis Al-Shura, with the aim of submitting joint recommendations between them to the Council of Ministers.
