We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Protocol Amending the Air Services Agreement between the Sultanate and the Kingdom of Morocco,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned protocol is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 100/2008 Ratifying the Agreement between the Government of the Sultanate of Oman and the Government of the People’s Republic of Bangladesh for the Avoidance of Double Taxation on Income Derived from International Air Transport

and the Agreement between the Government of the Sultanate of Oman and the Government of the People’s Republic of Bangladesh for the Avoidance of Double Taxation on Income Derived from International Air Transport,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 97/2008 Amending Some Provisions of the Basic Statute of the Omani Centre for Investment Promotion and Export Development

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and Royal Decree 59/96 Establishing the Oman Centre for Investment Promotion and Export Development,

and in pursuance of public interest,

have decreed as follows

Article I

The text of article 4 of the Basic Statute of the Oman Centre for Investment Promotion and Export Development attached to the mentioned Royal Decree 59/96 is hereby replaced with the following text:

Article 4

The management of the centre must be undertaken by a board of directors formed under the chairmanship of the minister and the membership of a representative whose position is not less than a director general for each of the following:

– Ministry of National Economy.

– Ministry of Oil and Gas.

– Foreign Ministry.

– Ministry of Manpower.

– Royal Oman Police.

– Ministry of Regional Municipalities and Water Resources.

– Ministry of Agriculture.

– Ministry of Fisheries.

– Ministry of Environment and Climate Affairs.

– Ministry of Tourism.

– Five representatives of the private sector selected by the minister in coordination with the Chairman of the Oman Chamber of Commerce and Industry.

– The chief executive officer of the centre.

The chief executive officer shall replace the chairman in his absence.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Article II

Royal Decree 95/2008 Extending the Period Specified for Deciding on Applications for Proof of Ownership and Demarcation of Boundaries

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Land Law issued by Royal Decree 5/80,

the Real Estate Register System issued by Royal Decree 2/98,

the Financial Law issued by Royal Decree 47/98,

and Royal Decision 5/83,

and in pursuance of public interest,

have decreed as follows

Article I

The period allocated to decide on applications for proving ownership and demarcating boundaries submitted to the competent land affairs committees in the directorates general and directorates of housing is hereby extended for a period starting from the date of the end of the period specified in the mentioned Land Law. The Council of Ministers may extend this period before its end for another period if necessary.

Article II

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 92/2008 Declaring Public Benefit Status for the Project to Construct the Ring Road (Phase II) in the City of Salalah – Governorate of Dhofar

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Law on the Expropriation for Public Benefit issued by Royal Decree 64/78,

and in pursuance of public interest,

have decreed as follows

Article I

The Project for Constructing the Ring Road (Phase II) in the City of Salalah in the Governorate of Dhofar specified in the attached note and masterplan is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, real estate and land necessary for the mentioned project, as well as all establishments on them, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 91/2008 Determining the Competences of the Governorate of Muscat and Adopting Its Organisational Structure

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Law Governing the Administrative Apparatus of the State issued by Royal Decree 26/75,

Royal Decree 72/85 Adopting the Organisational Structure of the Governorate of the Capital,

and Royal Decree 30/88 Amending the Name of the Capital,

and in pursuance of public interest,

have decreed as follows

Article I

The mandates of the Governorate of Muscat are hereby determined in accordance with the attached annex 1.

Article II

The organisational structure of the Governorate of Muscat is hereby adopted in accordance with the attached annex 2.

Article III

The Minister of State and Governor of Muscat shall issue the necessary regulations and decisions to implement the provisions of this decree.

Article IV

All that is contrary to this decree is hereby repealed.

Article V

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
