We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and in pursuance of public interest,

have decreed as follows

Article I

His Excellency Abdulaziz bin Mohammed Al-Rawas is hereby appointed Advisor to His Majesty the Sultan for Cultural Affairs.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

The amendment to article 3(7) of the Agreement of the Arab Satellite Communications Organisation is hereby ratified.

and the Agreement Between the Government of the Sultanate of Oman and the Government of the Kingdom of Morocco on the Promotion and Reciprocal Protection of Investments signed on 8 May 2001,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned Agreement Between the Government of the Sultanate of Oman and the Government of the Kingdom of Morocco on the Promotion and Reciprocal Protection of Investments is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 27/85 Establishing the Supreme Committee for Town Planning and its amendments,

and Royal Decree 47/2001 Amending the Ministerial Formation,

and in pursuance of public interest,

have decreed as follows

Article I

The Supreme Committee for Town Planning is hereby recomposed under the chairmanship of the Minister of Housing, Electricity, and Water and the membership of:

– Minister of Regional Municipalities, Environment, and Water Resources—Deputy chairman

– Minister of Interior

– Minister of State and Governor of Dhofar

– Undersecretary of the Ministry of National Economy for Economic Affairs.

– Undersecretary of the Ministry of Transport and Communications for Transport.

– Chairman of Muscat Municipality.

Article II

All that is contrary to this decree is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby granted to:

1. Hassan Abdulrahman Al-Awad Mustafa.

2. Kawthar Zainalabidin Mohammed Al-Hussein.

3. Khalid Hassan Abdulrahman Al-Awad Mustafa.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Law of Sultan Qaboos University issued by Royal Decree 14/99,

and in pursuance of public interest,

have decreed as follows

Article I

The Sultan Qaboos University Council is hereby recomposed under the chairmanship of the vice chancellor of the university and the membership of the following:

– The Undersecretary of the Ministry of Health for Health Affairs.

– The Undersecretary of the Ministry of Civil Service.

– The Undersecretary of the Ministry of Higher Education.

– Abdulqadir bin Salim Al-Dhahab.

– Rajha bint Abdulamir bin Ali.

– Sheikh Aflah bin Hamad Al-Rawahi.

– Salim bin Abdullah Al-Rawas.

– The deputy vice chancellor of the university—Member and secretary.

– Two Omani faculty members chosen by the vice chancellor of the university on a rotating basis for a period of two years.

The council may seek the assistance of experts, advisors, and deans of colleges, whether in its meetings or in the sessions of its committees.

Article II

All that is contrary to this decree is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 56/2001 Regarding the Treatment of Nationals of the Cooperation Council for the Arab States of the Gulf in the Field of Civil Service as an Omani National

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Civil Service Law issued by Royal Decree 8/80 and its amendments,

the Executive Regulation of the Civil Service Law issued by Royal Decree 52/84 and its amendments,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf at its twenty-first session held in the State of Bahrain during the period from 30 to 31 December 2000 regarding the treatment of nationals of the states of the council working in the civil service in any member state during service as nationals of the host state of work,

and in pursuance of public interest,

have decreed as follows

Article I

Nationals of the Cooperation Council for the Arab States of the Gulf must be treated as Omani officers in the application of the mentioned Civil Service Law and its executive regulation, in the following benefits:

– Basic salary.

– Work nature allowance.

– Transportation allowance.

– Remote or harsh area allowance.

– Periodic allowances (annual).

– Housing allowance not related to citizenship.

– Secondment allowance to perform a task outside the workplace according to the distances specified in the system.

– Assignment allowance to perform other job tasks.

– Overtime allowance on regular days, weekends, and holidays.

– Regular and emergency (urgent) leave, sick leave, maternity leave, and death iddah leave.

– Compensation for death and injuries.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
