We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and Royal Decree 3/83 on the Law Governing Omani Nationality and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
Omani nationality is hereby granted to:
1. Issa bin Nasser bin Abdullatif Al-Serkal.
2. Shamsa bint Yaqoub bin Yousuf Al-Serkal.
Article II
This decree must be published in the Official Gazette, and comes into force from 13 March 1995.

and the draft Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Sudan for Air Services Between and Beyond Their Respective Territories,
and in pursuance of public interest,
have decreed as follows
Article I
The Minister of Transport is hereby authorised to sign the mentioned Agreement Between the Government of the Sultanate of Oman and the Government of Sudan for Air Services Between and Beyond Their Respective Territories.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Ambassador Awadh bin Mahfoodh bin Ali Bakthir, Our ambassador to the Republic of Yemen, is hereby transferred to the headquarters of the Foreign Ministry.
Article II
Sheikh Bader bin Salim bin Hamoud Al-Siyabi is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Yemen.
Article III
Ambassador Mohammed bin Taher bin Alawi Aideed, Our ambassador to the Republic of India, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Seychelles.
Article IV
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 8/80 Issuing the Civil Service Law and its amendments,
and Royal Decree 52/84 Issuing the Executive Regulation of the Civil Service Law and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
The text of article 26 of the mentioned Executive Regulation of the Civil Service Law is hereby replaced with the following text:
Article 26
The following are required to occupy the position of director general:
(a) The existence of a directorate general.
(b) That he starts in the fourth grade of the first cycle if he is in a lower grade, provided that he has spent the following periods in the grade he occupies:
– One year if he is in the fifth financial grade of the first circle.
– Three years if he is in the sixth financial grade of the first circle.
– Four years if he is in the first financial grade of the second circle.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its publication.

and in pursuance of public interest,
have decreed as follows
Article I
The mentioned Agreement on Trade, Economic, and Technical Cooperation Between the Government of the Sultanate of Oman and the Government of the Russian Federation signed in Muscat on 24 November 1994 is hereby approved for signature.
Article II
The mentioned agreement is hereby ratified.
Article III
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
