after perusal of the Basic Statute of the State,

and the Air Services Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Côte d’Ivoire signed in the city of Montreal on 22 September 2025,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned agreement is hereby ratified in the form attached.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 2/2026 Ratifying the General Budget of the State for Fiscal Year 2026

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Financial Law issued by Royal Decree 37/2025,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The General Budget of the State for Fiscal Year 2026 is hereby ratified in accordance with the attached schedules.

Article II

All units of the administrative apparatus of the state and other public legal persons shall implement the provisions of this decree each within its mandate.

Article III

This decree must be published in the Official Gazette, and comes into force on 1 January 2026.

Royal Decree 1/2026 Adopting the Eleventh Five-Year Development Plan 2026-2030

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Economic Development Law of 1975,

Royal Decree 94/2020 Establishing the Ministry of Economy, Determining Its Mandates, and Adopting Its Organisational Structure,

and Royal Decree 36/2024 Assigning Some Mandates to the Ministry of Finance and the Ministry of Economy,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The Eleventh Five-Year Development Plan 2026-2030, the objectives of which are set out in the attached annex 1, is hereby adopted.

Article II

The Eleventh Five-Year Development Plan must be implemented in accordance with its economic and financial framework set out in the attached annex 2.

Article III

All units of the administrative apparatus of the state and other public legal persons shall implement the Eleventh Five-Year Development Plan without prejudice to the provisions of the laws and statutes in force.

Article IV

The Ministry of Economy shall issue the Strategic Programmes Volume of the Eleventh Five-Year Development Plan during the first quarter of 2026, provided that the projects of the plan are determined at the beginning of each year in coordination between the Ministry of Economy and the relevant entities.

Article V

The Ministry of Economy shall follow up on the implementation of the Strategic Programmes of the Eleventh Five-Year Development Plan and conduct a periodic evaluation of them in light of local, regional, and global variables.

Article VI

This decree must be published in the Official Gazette, and comes into force on 1 January 2026.

Royal Decree 111/2025 Regarding the Governance of Premarital Medical Examination

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, the Personal Status Law issued by Royal Decree 32/97, the Law of Public Notaries issued by Royal Decree 40/2003, the Law of the Child issued by Royal Decree 22/2014, the Law Governing the Practice of the Medical Profession and Allied Health Professions issued by Royal Decree 75/2019, and the Public Health Law issued by Royal Decree 43/2025, and in pursuance of public interest,

have decreed as follows

Article I

Every Omani wishing to marry—even if the other party is non-Omani—shall conduct a medical examination for himself and the other party, before signing the marriage contract, whether the contract is signed inside or outside the Sultanate of Oman, in accordance with the controls and procedures issued by a decision by the Minister of Health.

Article II

The health establishment shall conduct the premarital medical examination in accordance with scientific and technical principles, notify the parties wishing to marry of the result of the examination of each of them, and provide the necessary medical advice if necessary in light of the result of the medical examination. It is prohibited to disclose the result of the medical examination to others.

Article III

The health establishment shall issue to the parties wishing to marry a certificate proving that they have conducted the medical examination stipulated in article II of this decree, in accordance with the controls and procedures issued by a decision by the Minister of Health.

Article IV

The marriage officiant shall not sign the marriage contract until after the parties to the contract submit the certificate stipulated in article 3 of this decree.

Article V

Whoever violates the provisions of this decree must be punished by imprisonment for a period no less than 10 (ten) days and not exceeding 6 (six) months, and a fine no less than 100 (one hundred) Rial Omani and not exceeding 1,000 (one thousand) Rial Omani, or one of those two punishments.

Article VI

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article VII

This decree must be published in the Official Gazette, and comes into force on 1 January 2026. Issued on: 10 Rajab 1447 Corresponding to: 31 December 2025
