We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 40/86 Issuing the Diplomatic and Consular Corps Law and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

Ambassador Ali bin Salim bin Bader Al-Hinai—Our ambassador to the Arab Republic of Egypt—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Cyprus.

Article II

Ambassador Salim bin Mohammed bin Salim Al-Khusaibi—Our Permanent Representative to the United Nations in New York—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Colombia.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and the United Nations Convention on the Law of the Sea, signed in New York on 1 July 1983,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned United Nations Convention on the Law of the Sea is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The Minister of Environment is hereby authorised to sign the mentioned Agreement on Technical Cooperation Between the Government of the Sultanate of Oman and the Government of Switzerland.

Royal Decree 68/89 Ratifying the Cooperation Agreement Between the Member States of the Cooperation Council for the Arab States of the Gulf and the European Community

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf at its eighth session authorising the final signing of the cooperation agreement between the member states of the council and the European Community,

and the mentioned cooperation agreement signed in Luxembourg on 15 June 1988,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned Cooperation Agreement Between the Member States of the Cooperation Council for the Arab States of the Gulf and the European Community, signed in Luxembourg on 15 June 1988, is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 62/89 Exempting Oman Fisheries Company from Certain Provisions of the Commercial Companies Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

the Commercial Companies Law 4/74 and its amendments,

and Royal Decree 79/87 Establishing the Oman Fisheries Company and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

In exception to the provisions of articles 122 and 124 of the mentioned Commercial Companies Law, the resolutions of the general meeting of the Oman Fisheries Company are hereby valid—if the quorum specified in those articles cannot be met—if the shareholders representing at least 30% of the capital of the company attend the meeting in person or by proxy, provided that the share of the government is represented. If this percentage is not met, a second meeting must be convened to discuss the same agenda, to be held within one month of the first meeting. Shareholders must be invited to this second meeting in the same manner as they were invited to the first meeting, at least one week prior to the date set for the second meeting.

The resolutions of the second meeting are valid if attended, in person or by proxy, by shareholders representing at least 20% of the capital of the company, provided that the share of the government is represented, if the general meeting is extraordinary. If the general meeting is ordinary, the resolutions are valid regardless of the number of shares represented, provided that the share of the government is among them.

Article II

This decree must be published in the Official Gazette, and comes into force from 1 March 1989.

Royal Decree 65/89 Amending Some Articles of the Law of the Statute of Customs

and Royal Decree 22/78 Issuing the Law of the Statute of Customs,

have decreed as follows

Article 1

The attached amendments are hereby made to the mentioned Law of the Statute of Customs.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

Royal Decree 64/89 Amending Some Provisions of the Scholarships and Education Aid Law

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 13/85 Issuing the Scholarships and Education Aid Law and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The text of article 10 of the mentioned Scholarships and Education Aid Law is hereby replaced with the following text:

Article 10

“The scholarship holder shall, individually and jointly with his sponsor, reimburse all amounts disbursed to him during the period of his scholarship, as well as any other fines determined by the committee, in the event that his scholarship is cancelled in accordance with the provisions of article 9 or he refuses to serve in accordance with article 12.

The Ministry of Civil Service shall undertake the procedures for recovering the mentioned expenses and collecting the mentioned fines.

The Civil Service Council may, at the request of the Ministry of Civil Service, grant an exemption from the obligation stipulated in the first paragraph in cases where the Council deems that the persons concerned are entitled to such an exemption.”

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

The Deputy President of the Public Authority for Water Resources is hereby appointed as a member of the National Committee for Rationalising the Use of Batinah water, in place of the Secretary General of the Council for Environmental Protection and Pollution Control.
