We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 5/80 issuing the Land Law and its amendments,

and Royal Decree 81/84 on the Statute of Government Land Entitlement,

and in pursuance of public interest,

have decreed as follows

Article I

As an exception to the mentioned Statute of Government Land Entitlement, the granting of a mulkiya deed for residential lands must be final.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and the draft Protocol Concerning Marine Pollution Resulting from Exploration and Exploitation of the Continental Shelf,

have decreed as follows

Article I

The Minister of Environment and Water Resources is hereby authorised to sign the mentioned Protocol Concerning Marine Pollution Resulting from Exploration and Exploitation of the Continental Shelf.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 89/88 Authorising the Signing of the Memorandum of Understanding Between the Government of the Sultanate and the Government of the Islamic Republic of Iran on the Formation of a Joint Economic Cooperation Committee,

and the mentioned memorandum of understanding signed in Tehran on 28 December 1988,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned Memorandum of Understanding Between the Government of the Sultanate and the Government of the Islamic Republic of Iran on the Formation of a Joint Economic Cooperation Committee is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Ambassador Sayyid Khalid bin Qais bin Khalid—Our ambassador to the Republic of Korea—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of the Philippines.

Article II
