As part of the ongoing efforts to regulate the labour market and enhance the efficiency of the national workforce, the Ministry of Labour announces the commencement of implementing licensing requirements for practising the professions listed in the attached schedule.
Accordingly, all individuals currently employed or those who are to be appointed in the mentioned professions must apply to the competent authority—the Oman Energy Association, represented by the Sector Skills Unit for the Energy and Minerals Sector—to complete the procedures for obtaining a professional practice licence. This will be considered a prerequisite for the issuance or renewal of work permits.
The acquisition of a professional practice licence issued by the Sector Skills Unit for the Energy and Minerals Sector shall become a mandatory requirement for the issuance or renewal of work permits, effective from 1 September 2025. The Ministry of Labour will not grant any such permits unless the approved licence is duly submitted.
All establishments are kindly requested to comply with the above and take the necessary measures to ensure its implementation.
As part of the Ministry of Labour’s efforts to regulate the labour market, enhance the efficiency of the workforce in the Sultanate of Oman, and ensure that professions are practiced in accordance with approved professional standards, the Ministry announces the mandatory requirement to obtain a Professional Practice License for all designated professions in the logistics sector, effective 1 September 2025.
This decision applies to all individuals—Omani and expatriate—working in the specified professions listed in the attached schedule, across various sectors.
Obtaining a Professional Practice License from the Sectoral Skills Unit for the Logistics Sector is a mandatory requirement for the issuance or renewal of work permits for both Omanis and expatriates. No work permit will be issued or renewed after 1 September 2025 without submitting the approved license.

Accordingly, starting from 1 September 2025, no work permit will be issued or renewed without the license, and non-compliant establishments will bear the legal and administrative consequences in accordance with applicable laws and regulations.
Important Notice:
This announcement is binding on all establishments operating in the Sultanate of Oman, as well as all individuals (Omanis and expatriates) currently practicing or intending to practice the covered professions. Compliance with this directive is a fundamental condition for continuing to practice these professions within the Sultanate of Oman.
In response to inquiries received from entities, institutions and individuals working in the accounting, finance, and auditing sector, the Ministry of Labour clarifies the following:
Starting from 1 September 2025, all workers in the sector, Omanis and expatriates, are required to obtain a professional classification certificate as a prerequisite for issuing or renewing work permits.
This certificate is issued by the sectoral skills unit licensed by the ministry, in cooperation with the Oman Association of Chartered Public Accountants, the regulator of the labour market in this sector.
The procedure includes all workers in the professions specified in the classification list approved by the sector.
Registration in the electronic system starts from 1 August, and the registration link will be provided later through the official channels of the ministry.

We stress the importance of adhering to this procedure to ensure the regulation of the labour market and improve the efficiency of workers in this vital sector.
The Ministry of Labour announces that, as of 1 September 2025, obtaining a Professional Classification Certificate in Accounting, Finance, and Auditing will be a mandatory requirement for the issuance and renewal of work permits for all individuals employed in relevant positions, as listed in the attached document.
Accordingly, all current employees in this field, as well as any individuals to be employed in the future, must obtain this certificate from the Sector Skills Unit for Accounting, Finance, and Auditing. The Ministry will only issue work permits upon submission of the approved certificate, in accordance with the specified roles.
Work permits will not be issued after the aforementioned date without the required certificate. All establishments are urged to ensure compliance and take the necessary actions for implementation.
With reference to the grace period for rectifying statuses announced by the Ministry, employers may transfer the services of workers who have left work, whether their work cards are expired or still valid, provided that there is no active labor violation report. The approval for such requests will be granted automatically.
Accordingly, employers wishing to benefit from these facilitation measures must submit a service transfer request through the Ministry’s electronic system. Upon obtaining the approval, they shall refer to the relevant administrative division of the Ministry (Directorate / Department / Section) for Labor Welfare to obtain a notification letter for the cancellation of the worker’s travel ban/alert associated with the work abandonment report from the records of the Royal Oman Police, and to complete the service transfer procedures with the Royal Oman Police.
Please note that this service will expire at the end of the grace period for rectifying statuses.

1. Establishments owned by entrepreneurs and full-time business owners shall be granted a grace period of one year from the date of issuance of the notification decision to rectify their status and fulfill the Omanization requirement.
2. All establishments shall undergo a case review within six months from the date of notification to assess the establishment’s contribution to local value addition.
3. Business owners who do not hold a “Riyada Card” may apply for registration with the Small and Medium Enterprises Development Authority to obtain the card and benefit from the associated facilities and exemptions.

The Ministry of Labor, based on the statement issued on 5 May 2025, affirms the following:
1. Establishments employing less than 10 workers are required to submit an employment plan to recruit one Omani within six months.
2. All establishments shall undergo a case review within six months from the date of notification to assess the establishment’s contribution to local value addition.
3. The decision may be implemented through direct recruitment, submission of an employment plan that leads to actual recruitment, or, if the establishment’s contribution to local value addition is confirmed, it may be temporarily exempted from the employment requirement.
4. In case of non-compliance following notification, the system shall automatically impose a ban on the issuance of new licenses, which will be reflected directly on the system’s interface.
