Ministry of Labour: Announcement on the Mechanism for Implementing the Decision to Employ One Omani for Each Commercial Registration that Has Completed One Year of Establishment Specific to Entrepreneurs and Full-Time Business Owners

In line with the implementation of labor market regulation decisions, and with reference to the statement issued on 5 May 2025, the Ministry of Labor affirms the following:

1. Establishments owned by entrepreneurs and full-time business owners shall be granted a grace period of one year from the date of issuance of the notification decision to rectify their status and fulfill the Omanization requirement.

2. All establishments shall undergo a case review within six months from the date of notification to assess the establishment’s contribution to local value addition.

3. Business owners who do not hold a “Riyada Card” may apply for registration with the Small and Medium Enterprises Development Authority to obtain the card and benefit from the associated facilities and exemptions.

The Ministry of Labor, based on the statement issued on 5 May 2025, affirms the following:

1. Establishments employing less than 10 workers are required to submit an employment plan to recruit one Omani within six months.

2. All establishments shall undergo a case review within six months from the date of notification to assess the establishment’s contribution to local value addition.

3. The decision may be implemented through direct recruitment, submission of an employment plan that leads to actual recruitment, or, if the establishment’s contribution to local value addition is confirmed, it may be temporarily exempted from the employment requirement.

4. In case of non-compliance following notification, the system shall automatically impose a ban on the issuance of new licenses, which will be reflected directly on the system’s interface.

Ministry of Labour: Ministerial Decision 619/2024 Issuing the Guidance Form for the Regulation of the Work System in Private Sector Establishments

Based on the Labour Law promulgated by Royal Decree 53/2023,

and in pursuance of public interest,

it is hereby decided

Article I

The attached Guidance Form for the Regulation of the Work System in Private Sector Establishments hereby applies.

Article II

This decision must be published in the Official Gazette, and comes into force on the day following the date of its publication.
