We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
Royal Decree 7/74 Issuing the Omani Penal Law,
and Royal Decree 25/84 Governing the Criminal Judiciary,
and in pursuance of public interest,
have decreed as follows
Article 1
Article 3 of the mentioned Royal Decree 25/84 is hereby amended to read as follows:
Article 3
The Criminal Court in the Capital, composed of the president of the court, the deputy president, and the membership of two judges, considers felony cases as defined in the Omani Penal Law. Its judgments are final after being reviewed and approved by the State Advisor for Criminal Affairs. It also considers appeals against judgments issued in misdemeanours, and its judgments in this case are final.
A committee must be formed of the State Advisor for Criminal Affairs, the State Advisor for Judicial Affairs, and the Grand Mufti of the Sultanate of Oman to express an opinion from a Sharia perspective on the death sentences before they are issued and ratified.
Article 2
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
