We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and Royal Decree 64/78 Issuing the Law on the Expropriation for Public Benefit and its amendements,
and in pursuance of public interest,
have decreed as follows
Article 1
The project for the construction of internal roads in the Wilayat of Ibra as specified in the attached note and masterplan is hereby deemed a public benefit project.
Article 2
The competent entities may seize, through direct execution, real estate and land necessary for the project, and all establishments on them, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.
Article 3
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Note on the Internal Roads Project in the Wilayat of Ibra
Within the framework of the royal directives of His Majesty Sultan Qaboos bin Said on the completion of a network of modern roads in accordance with the latest international standards to connect all parts of the Sultanate with one another, the Ministry of Transportation has completed its study for the construction of an internal road network to connect the towns and villages of the Wilayat of Ibra with one another and with the Muscat–Sur main road.
In establishing this network, care has been taken to ensure that it is in line with the urban planning of the Ministry of Housing, while taking into account the avoidance of expropriation as much as possible.
The construction of these roads requires the expropriation of the real estate and land obstructing its path, in accordance with the masterplan approved by the Ministry of Housing, and the issuance of a royal decree declaring the public benefit status of this project.
