We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
the Law Governing the Administrative Apparatus of the State issued by Royal Decree 26/75,
and Royal Decree 71/98 Adopting the Organisational Structure of the Ministry of Oil and Gas,
and in pursuance of public interest,
have decreed as follows
Article I
The mandates of the Ministry of Oil and Gas are hereby determined in accordance with the attached annex 1.
Article II
The Organisational Structure of the Ministry of Oil and Gas is hereby adopted in accordance with the attached annex 2.
Article III
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article IV
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Annex 1
Mandates of the Ministry of Oil and Gas
1. Formulating and implementing studies, plans, and policies to ensure the optimum exploitation of oil and gas resources.
2. Managing and supervising the necessary surveys for the resources of oil and gas wealth, and the necessary economic studies for any projects relating to their exploitation, in coordination with relevant government entities.
3. Supervising all activities relating to the search and prospecting of oil and gas, and their production by companies that have obtained concession contracts.
4. Studying the conditions of global oil and gas markets to employ them in setting policies for marketing the production of crude oil and natural gas.
5. Entering into agreements with specialised companies and supervising the implementation by these companies of the terms of those agreements.
6. Safeguarding the interests of the Sultanate with specialised companies operating in the fields of the industry of oil and gas, and verifying the extent of the compliance of these companies with laws regulating these sectors.
7. Managing and supervising government investments within the Sultanate in the oil and gas sectors, in coordination with relevant government entities.
8. Preparing draft laws and regulations governing the operation of the oil and gas sectors.
9. Representing the Sultanate in international forums relating to the oil and gas sectors.
10. Qualifying and training personnel for undertaking the job responsibilities in the various activities of the ministry.
