Royal Decree 91/2008 Determining the Competences of the Governorate of Muscat and Adopting Its Organisational Structure

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Law Governing the Administrative Apparatus of the State issued by Royal Decree 26/75,

Royal Decree 72/85 Adopting the Organisational Structure of the Governorate of the Capital,

and Royal Decree 30/88 Amending the Name of the Capital,

and in pursuance of public interest,

have decreed as follows

Article I

The mandates of the Governorate of Muscat are hereby determined in accordance with the attached annex 1.

Article II

The organisational structure of the Governorate of Muscat is hereby adopted in accordance with the attached annex 2.

Article III

The Minister of State and Governor of Muscat shall issue the necessary regulations and decisions to implement the provisions of this decree.

Article IV

All that is contrary to this decree is hereby repealed.

Article V

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Annex 1
Mandates of the Governorate of Muscat

1. Supervising administrative affairs of the wilayat in the governorate and working to develop them.

2. Participating with the competent entities in the preparation and implementation of development plans relating to the wilayat of the governorate.

3. Reviewing the affairs of the tribes in the wilayat subordinate to the governorate, resolving disputes relating to them, resolving the problems of nationals, and working to provide for their needs in accordance with the applicable systems.

4. Supervising the application of the conventions and customs followed in hunting in the wilayat of the governorate.

5. Appointing sheikhs and venerable persons within the limits of its jurisdiction, whom it deems competent to assume responsibility, follow up on their work, and relieve them of responsibility.

6. Nominating representatives of the wilayat of the governorate for membership of the municipal council at the request of the competent entities.

7. Forming and supervising competent committees in the wilayat and following up on their work in coordination with the relevant entities.

8. Implementing the adopted government policy with regard to the previous competences in coordination with the competent government entities.
