Royal Decree 16/2023 Approving the Accession of the Sultanate of Oman to the Arab Charter on Human Rights

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Arab Charter on Human Rights,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the Arab Charter on Human Rights is hereby approved in the form attached, subject to the reservation on paragraph 2 of article 19 of the aforementioned charter.

Article II

The competent entities shall deposit the instrument of accession for the aforementioned charter in accordance with its provisions, subject to the aforementioned reservation.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 17/2023 Granting Omani Nationality

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby granted to those named in the attached list.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 15/2023 Establishing the Oman Across Ages Museum and Determining Its Competences

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 128/91 Issuing the Law concerning the Financial System of the Diwan of Royal Court,

Royal Decree 86/96 Issuing the Law on Pensions and End of Service Gratuity for Omani Employees of the Diwan of Royal Court,

Royal Decree 97/97 Issuing the Law concerning the Employee System of the Diwan of Royal Court,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and Royal Decree 49/2022 Regarding the Adoption of the Organisational Structure of Royal Court Affairs and the Powers of the Secretary General,

and in pursuance of public interest,

have decreed as follows

Article I

A museum named the “Oman Across Ages Museum” is hereby established. It shall have legal personality, and shall enjoy financial and administrative independence.

Article II

The Oman Across Ages Museum shall be under the royal patronage of the Sultan.

Article III

The headquarters of the Oman Across Ages Museum shall be in the Wilayat of Manah in the Governorate of Dakhiliya.

Article IV

The competences of the Oman Across Ages Museum are hereby determined in accordance with the attached annex.

Article V

In exception to the provisions of the aforementioned System of the Administrative Apparatus of the State, the Oman Across Ages Museum shall have a board of trustees chaired by the Secretary General of Royal Court Affairs. A royal order shall be issued to appoint its members and to specify the term of their membership.

The board of trustees shall have the same authorities prescribed to the boards of directors of public authorities stipulated in the aforementioned System of the Administrative Apparatus of the State.

Article VI

The Oman Across Ages Museum shall have an executive president with the grade of director general, named the “Director General of the Museum”, who shall be appointed by a decision issued by the chairman of the board of trustees of the museum after the approval of the board. He shall have the authorities of the head of the unit stipulated in laws and royal decrees, and shall attend all the meetings of the board of trustees without having a counted vote in the manner stipulated in the aforementioned System of the Administrative Apparatus of the State.

Article VII

All allocations, assets, rights, liabilities, holdings, archaeological effects, and tangible and intangible artefacts relevant to the museum shall be transferred to the Oman Across Ages Museum from Royal Court Affairs.

Article VIII

The employees of Royal Court Affairs concerned with the affairs of the museum, who are identified by a decision by the Secretary General of Royal Court Affairs, shall be transferred to the Oman Across Ages Museum, with their same financial grades.

Article IX

The provisions of the aforementioned Law concerning the Financial System of the Diwan of Royal Court, Law concerning the Employee System of the Diwan of Royal Court, and Law on Pensions and End of Service Gratuity for Omani Employees of the Diwan of Royal Court shall apply to the employees of the Oman Across Ages Museum.

Article X

The Chairman of the Board of Trustees of the Oman Across Ages Museum shall issue the necessary regulations and decisions to implement the provisions of this decree after the approval of the board, and until they are issued, the laws and systems applicable to Royal Court Affairs shall apply to the museum in a manner that does not conflict with the provisions of this decree.

Article XI

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article XII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
