Royal Decree 8/2026 Establishing the International Financial Centre of Oman and Issuing Its Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law of Interpretations and General Provisions 3/1973,

the Land Law issued by Royal Decree 5/80,

Royal Decree 5/81 Governing the Usufruct of the Lands of the Sultanate of Oman,

the Judicial Authority Law issued by Royal Decree 90/99,

the Criminal Procedures Law issued by Royal Decree 97/99,

the Civil and Commercial Procedures Law issued by Royal Decree 29/2002,

Royal Decree 67/2003 Implementing the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf,

the Income Tax Law issued by Royal Decree 28/2009,

the Cybercrime Law issued by Royal Decree 12/2011,

the Law of Anti-money Laundering and Counter-terrorist Financing issued by Royal Decree 30/2016,

the Penal Law issued by Royal Decree 7/2018,

the Excise Tax Law issued by Royal Decree 23/2019,

Royal Decree 42/2020 Issuing the Statute of the Tax Authority and Adopting Its Organisational Structure,

the Value Added Tax Law issued by Royal Decree 121/2020,

Royal Decree 35/2022 Regarding the Governance of the Administration of Judicial Affairs,

the Securities Law issued by Royal Decree 46/2022,

the Banking Law issued by Royal Decree 2/2025,

the Financial Law issued by Royal Decree 37/2025,

the Personal Income Tax Law issued by Royal Decree 56/2025,

and Royal Decree 7/2026 Establishing the Office of the Deputy Prime Minister for Economic Affairs, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The “International Financial Centre of Oman” is hereby established. It enjoys legal personality, as well as financial and administrative independence, and is subordinate to the Deputy Prime Minister for Economic Affairs.

Article II

The attached Law of the International Financial Centre of Oman hereby applies.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 10/2026 Determining the Mandates of the Secretariat General of the Council of Ministers and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 87/81 Establishing the Secretariat General of the Council of Ministers,

Royal Decree 31/2014 Adopting the Organisational Structure of the Secretariat General of the Council of Ministers,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

Royal Decree 95/2020 Determining the Mandates of the Ministry of Information and Adopting Its Organisational Structure,

and Royal Decree 100/2020 Establishing the Oman Vision 2040 Implementation Follow-Up Unit, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The Secretariat General of the Council of Ministers has legal personality and enjoys financial and administrative independence. Its mandates are hereby determined in accordance with the attached annex 1.

Article II

The Organisational Structure of the Secretariat General of the Council of Ministers is hereby adopted in accordance with the attached annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Government Communication Centre in the Ministry of Information and the Directorate General of Quality Management and Government Excellence in the Oman Vision 2040 Implementation Follow-Up Unit are hereby transferred to the Secretariat General of the Council of Ministers.

Article IV

The officers of the Government Communication Centre in the Ministry of Information and the Directorate General of Quality Management and Government Excellence in the Oman Vision 2040 Implementation Follow-Up Unit are hereby transferred to the Secretariat General of the Council of Ministers with their same financial grades.

Article V

The mentioned Royal Decree 31/2014; clauses 24, 25, and 27 of annex 1 attached to the mentioned Royal Decree 95/2020; and clauses 5, 6, 7, and 8 of annex 1 attached to the mentioned Royal Decree 100/2020 are hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.

Article VI

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

have decreed as follows

Article I

Dr Mansour bin Saif bin Khamis Al-Mandhari is hereby appointed a member of Majlis Al-Dawla.

Royal Decree 15/2026 Determining the Mandates of the Ministry of Social Development and Adopting Its Organisational Structure

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

and Royal Decree 14/2024 Determining the Mandates of the Ministry of Social Development and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The mandates of the Ministry of Social Development are hereby determined in accordance with the attached annex 1.

Article II

The Organisational Structure of the Ministry of Social Development is hereby adopted in accordance with the attached annex 2.

Article III

The mentioned Royal Decree 14/2024 is hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

Royal Decree 79/2020 Determining the Mandates of the Ministry of Education and Adopting Its Organisational Structure,

Royal Decree 98/2020 Amending the Name of the Ministry of Higher Education to the Ministry of Higher Education, Research, and Innovation, Determining Its Mandates, and Adopting Its Organisational Structure,

Royal Decree 11/2026 Establishing the Research and Innovation Authority, Determining Its Mandates, and Adopting Its Organisational Structure,

and Royal Decree 12/2026 Amending the Name of the Oman Authority for Academic Accreditation and Quality Assurance of Education to the Oman Authority for Quality Assurance of Education, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The Ministry of Education and the Ministry of Higher Education, Research, and Innovation are hereby merged into one ministry named the “Ministry of Education”, and its mandates are hereby determined in accordance with the attached annex 1.

Article II

The Organisational Structure of the Ministry of Education is hereby adopted in accordance with the attached annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Ministry of Education and the Ministry of Higher Education, Research, and Innovation are hereby transferred to the Ministry of Education, and their officers are hereby transferred to it with their same financial grades.

Article IV

Subject to the provisions of the mentioned Royal Decree 11/2026 and Royal Decree 12/2026, the phrases “Ministry of Education”, “Ministry of Higher Education, Research, and Innovation”, “Minister of Education”, and “Minister of Higher Education, Research, and Innovation” wherever they occur in laws and royal decrees are hereby replaced with the phrases “Ministry of Education” and “Minister of Education”.

Article V

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article VI

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 11/2026 Establishing the Research and Innovation Authority, Determining Its Mandates, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

and Royal Decree 98/2020 Amending the Name of the Ministry of Higher Education to the Ministry of Higher Education, Research, and Innovation, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

A public authority named the “Research and Innovation Authority” is hereby established. It has legal personality, enjoys financial and administrative independence, and is subordinate to the Council of Ministers.

Article II

The headquarters of the Research and Innovation Authority must be in the Governorate of Muscat, and it is permitted to establish branches of it in other governorates by a decision by the board of directors of the authority.

Article III

The mandates of the Research and Innovation Authority are hereby determined in accordance with the attached annex 1.

Article IV

The Organisational Structure of the Research and Innovation Authority is hereby adopted in accordance with the attached annex 2.

Article V

All allocations, assets, rights, obligations, and holdings of the Ministry of Higher Education, Research, and Innovation relating to research and innovation are hereby transferred to the Research and Innovation Authority, and the officers of this ministry concerned with research and innovation are hereby transferred to it with their same financial grades.

Article VI

The phrases “Ministry of Higher Education, Research, and Innovation” and “Minister of Higher Education, Research, and Innovation” are hereby replaced with the phrases “Research and Innovation Authority” and “President of the Research and Innovation Authority” wherever they occur in laws and royal decrees relating to research and innovation.

Article VII

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article VIII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 16/2026 Amending the Statute of the Oman Investment Authority

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Statute of the Oman Investment Authority issued by Royal Decree 57/2021,

and in pursuance of public interest,

have decreed as follows

Article I

The text of article 12 of the mentioned Statute of the Oman Investment Authority is hereby replaced with the following text:

The president has two deputies appointed by royal decree. They have all administrative and financial authorities within the limits stated in the regulations of the authority.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
