Ministry of Labour: Announcement on the Mechanism for Implementing the Decision to Employ One Omani for Each Commercial Registration that Has Completed One Year of Establishment Specific to Foreign Investment Establishments

In line with the implementation of labor market regulation decisions, and pursuant to the statement issued by the Ministry of Labor on 5 May 2025, the Ministry affirms the following:

1. Foreign investment establishments whose commercial registration has completed one year of operation are required to submit an employment plan to recruit at least one Omani within a period of three months.

2. Employment may be fulfilled either through direct recruitment or by submitting a clear employment plan that leads to actual appointment.

3. A comprehensive ban shall be imposed on all non-compliant foreign investment establishments, regardless of the number of workers registered therein.

4. Establishments shall be granted a grace period not exceeding three months from the date of notification to rectify their status in accordance with the decision.

5. This mechanism has been established in coordination with the Ministry of Commerce, Industry and Investment Promotion with respect to the regulation of commercial registrations.

Ministry of Labour: Announcement on the Mechanism for Implementing the Decision to Employ One Omani for Each Commercial Registration that Has Completed One Year of Establishment Specific to Establishments Employing More Than (10) Workers

Arabic The Ministry of Labor, with reference to the statement issued on 5 May 2025, affirms the following:

1. Establishments employing more than workers are required to submit an employment plan to recruit at least one Omani within a period of three months.

2. The decision may be implemented through either direct employment or by submitting an employment plan that leads to actual recruitment.

3. The establishment shall be notified via the electronic system of the requirement to employ.

4. In case of non-compliance following notification, the system shall automatically apply a ban on the issuance of new licenses, which will be reflected directly on the system’s interface.

Royal Decree 52/2025 Abolishing the Oman Centre for Governance and Sustainability

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, Royal Decree 30/2015 Establishing the Oman Centre for Governance and Sustainability and Issuing Its System, the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020, and Royal Decree 20/2024 Establishing the Financial Services Authority and Issuing Its System, and in pursuance of public interest,

have decreed as follows

Article I

The Oman Centre for Governance and Sustainability is hereby abolished.

Article II

The allocations, assets, rights, obligations, and holdings of the Oman Centre for Governance and Sustainability are hereby transferred to the Financial Services Authority.

Article III

The officers of the Oman Centre for Governance and Sustainability are hereby transferred to the Financial Services Authority with their same financial grades.

Article IV

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article V

This decree must be published in the Official Gazette, and comes into force on the date of its issuance. Issued on: 8 Dhu Al-Hijja 1446 Corresponding to: 4 June 2025

Royal Decree 53/2025 Ratifying the Agreement Between the Government of the Sultanate of Oman and the Government of the Russian Federation on Mutual Visa Exemption

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Agreement Between the Government of the Sultanate of Oman and the Government of the Russian Federation on Mutual Visa Exemption signed in the city of Moscow on 22 April 2025,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned agreement is hereby ratified in the form attached.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
