We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and in pursuance of public interest,
have decreed as follows
Article I
Lieutenant General Sayyid Munther bin Majid bin Said Al-Said, Head of the Communications and Coordination Agency, is hereby granted the rank of minister.
Article II
Brigadier General Hilal bin Hamood bin Hamad Al-Mamari is hereby promoted to the rank of Major General and appointed Assistant Head of the Communications and Coordination Agency.
Article III
Brigadier General Nuh bin Sabeel bin Issa Al-Balushi is hereby promoted to the rank of Major General and appointed Secretary General of the National Security Council.
Article IV
Brigadier General Mahad bin Mubarak bin Ahmed Al-Masheikhi is hereby promoted to the rank of Major General and appointed Secretary General for Military Affairs.
Article V
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and the Agreement between the Government of the Sultanate of Oman and the Government of the United Arab Emirates for Air Services between and beyond Their Respective Territories signed in Muscat on 13 Safar 1429, corresponding to 20 February 2008,
and in pursuance of public interest,
have decreed as follows
Article I
The aforementioned agreement is hereby ratified.
Article II

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
Royal Decree 24/75 on the Determination of Diyat and Arsh,
and the Law of the Practice of the Medical Profession and Dentistry issued by Royal Decree 22/96,
and in pursuance of public interest,
have decreed as follows
Article I
The text of article 20bis of the aforementioned Law of the Practice of the Medical Profession and Dentistry is hereby replaced with the following text:
Without prejudice to criminal and disciplinary liability, compensation for proven medical malpractice in cases of death, permanent total disability, partial disability, and wounds and injuries must be in accordance with the provisions of the Decree on the Determination of Diyat and Arsh, provided that the compensation in the event of permanent total disability must be of the same amount as compensation for death.
Compensation for medical malpractice resulting in moral damages must be provided only to the extent that it does not exceed the diyat stipulated in the Decree on the Determination of Diyat and Arsh.
Article II
This decree must be published in the Official Gazette, and comes into force on 1 December 2008.
