We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Civil Service Law issued by Royal Decree 8/80 and its amendments,

and the Law concerning the Officer System of the Diwan of Royal Court issued by Royal Decree 97/97,

and in pursuance of public interest,

have decreed as follows

Article I

Those named below are hereby appointed to the position next to their name:

– Dr Fawzia bint Nasser Al-Farsi, Undersecretary of the Ministry of Education for Education and Curriculum.

– Mohammed bin Hamdan Al-Toobi, Undersecretary of the Ministry of Education for Educational Planning and Projects.

– Hammad bin Hamad Al-Ghafri, Advisor in the Ministry of Civil Service.

– Dr Muneer bin Mohammed bin Sultan Al-Maskari, Undersecretary of the Ministry of Social Affairs, Labour, and Vocational Training for Vocational Training.

– Mohammed bin Abdullah bin Issa Al-Harthy, Undersecretary of the Ministry of Transport and Housing for Transport.

– Saif bin Mohammed bin Saif Al-Shabibi, Undersecretary of the Ministry of Transport and Housing for Housing.

Majid bin Said Al-Rawahi, Undersecretary of the Ministry of Regional Municipalities and Environment for Environmental Affairs.

– Said bin Nasser bin Juma Al-Maskari, Secretary General of the Sultan Qaboos Centre for Islamic Culture.

– His Highness Sayyid Ali bin Saif Al-Said, Secretary General in the Office of the Minister of the Diwan of Royal Court with the rank of undersecretary of ministry.

– Dr Mohammed bin Hafidh bin Ali Al-Dhahab, Advisor in the Ministry of Social Affairs, Labour, and Vocational Training.

– Sheikh Ahmed bin Mubarak Bait Shammas, Advisor in the Ministry of Regional Municipalities and Environment.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Scholarships and Education Aid Law issued by Royal Decree 13/85 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The text of article 21 of the mentioned Scholarships and Education Aid Law is hereby replaced with the following text:

The graduate shall serve the entity in which he works after completing his studies for a period of no less than one year for each year of his scholarship for graduate studies, otherwise he shall return all that has been disbursed to him during the period of his scholarship.

It is permitted to exempt him from his obligation as decided by the Civil Service Council in this regard after the approval of the employer of the officer.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

Ambassador Said bin Ali bin Salim Al-Kalbani, Our ambassador to the Kingdom of Saudi Arabia, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Kenya and the Republic of Uganda.

Article II

Ambassador Abdulaziz bin Abdullah bin Zahir Al-Hinai, Our ambassador to the Arab Republic of Egypt, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Federal Islamic Republic of the Comoros.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
