We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and the Diplomatic and Consular Corps Law issued by Royal Decree 40/86 and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
Advisor Ali bin Ahmed bin Harib Al-Issai is hereby granted the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Tunisia.
Article II
Counsellor Khalifa bin Ali bin Issa Al-Harthy is hereby granted the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of India.
Article III
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and the Agreement Between the Government of the Sultanate of Oman and the Government of the State of Kuwait on the Regulation of Air Services,
and in pursuance of public interest,
have decreed as follows
Article I
The Minister of Transport is hereby authorised to sign the mentioned Agreement Between the Government of the Sultanate of Oman and the Government of the State of Kuwait on Air Services.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
the Commercial Companies Law 4/74 and its amendments,
the Financial Law issued by Royal Decree 47/98,
Royal Decree 11/81 Establishing Oman Mining LLC,
and Royal Decree 31/81 Appointing the Members of the Board of Directors of Oman Mining LLC,
and in pursuance of public interest,
have decreed as follows
Article I
The text of article 2 of the Articles of Association of Oman Mining Company attached to the mentioned Royal Decree 11/81 is hereby replaced with the following text:
The company must be managed by a board of directors consisting of six members as follows:
– Five members representing the share of the government and appointed in accordance with the provisions of the mentioned Commercial Companies Law and Financial Law, provided that the chairman of the board of directors is among them.
A decision must be issued by the Minister Supervising the Ministry of Finance to appoint the chairman of the board of directors.
– A member representing Oman Development Bank.
Article II
The mentioned Royal Decree 31/81 is hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.
Article III
This decree must be published in the Official Gazette, and comes into force on 27 September 1998.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and the Law Governing the Work of Engineering Consultancy Offices issued by Royal Decree 120/94,
and in pursuance of public interest,
have decreed as follows
Article I
The text of article 7 of the mentioned Law Governing the Work of Engineering Consultancy Offices is hereby replaced with the following text:
A committee must be formed to review registration applications under the chairmanship of the Director General of Commerce at the Ministry of Commerce and Industry and the membership of:
– Director General of Town Planning and Survey at the Ministry of Housing.
– Secretary of the Commercial Register at the Ministry of Commerce and Industry.
– Director of Legal Affairs at the Ministry of Commerce and Industry.
– Director of Corporate Affairs at the Ministry of Commerce and Industry.
– Director of Building Permits at Muscat Municipality.
– Director of Technical Affairs at the Ministry of Regional Municipalities and Environment.
– Director of Technical Affairs at the Municipality of Dhofar.
– Two Omani engineers with experience and competence to be determined by the committee stipulated in article 4 of this law.
The committee must convene by a majority of the number of its members, provided that at least one engineer is among those present. Its decisions must be issued by a majority of the members present, and in the case of a tie, the side that includes the chairman prevails.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its publication.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
the Banking Law 7/74 and its amendments,
and Royal Decree 64/83 Establishing the Omani Banking Institute and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
The name of the “Oman Banking Institute” stipulated in article I of the mentioned Royal Decree 64/83 is hereby amended to the “Banking and Financial Studies Institute.”
Article II
The text of article IV of the mentioned Royal Decree 64/83 is hereby replaced with the following text:
The board of directors of the institute must be formed of:
– Representatives of the Central Bank of Oman appointed by the deputy chairman of the board of governors, one of whom is the chairman of the board and the other the deputy chairman, and the membership of:
– A representative of the Ministry of Higher Education.
– A Representative of the Ministry of Social Affairs, Labour, and Vocational Training.
– Four representatives of banks.
– The director general of the institute or his deputy—Secretary.
Article III
All relevant entities shall implement the provisions of this decree, each within its mandates.
Article IV
This decree must be published in the Official Gazette, and comes into force from the date of its publication.
