after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 42/74 Issuing the Oil and Minerals Law,

Royal Decree 41/85 Approving the Petroleum Agreement Signed on 25 February 1985 with North South Resources Limited,

Royal Decree 8/86 Approving the Assignment Between Some Companies of Parts of Their Share in the Petroleum Agreement Signed on 25 February 1985,

the Certificate of Change of Name of Consolidated International Petroleum to International Petroleum Corporation, issued on 30 June 1986,

the assignment contract dated 16 December 1987, under which International Petroleum Corporation assigned its rights in the petroleum agreement signed on 25 February 1985 to International Petroleum (Bermuda) Limited,

the Certificate of Change of Name of International (Bermuda) Limited to International Petroleum Limited,

and the agreement dated 24 May 1989 between the Government of the Sultanate of Oman, International Petroleum Limited, and Wintershall Oman BV amending the mentioned petroleum agreement,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned amendment to the agreement signed on 25 February 1985 between the Government of the Sultanate of Oman and the mentioned companies is hereby approved.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 42/74 Issuing the Oil and Minerals Law,

Royal Decree 49/87 Approving the Petroleum Agreement Signed on 4 May 1987 Between the Government of the Sultanate of Oman and International Petroleum Corporation,

the contract dated 12 January 1989, by which International Petroleum Corporation assigned 10% of its rights and obligations in the mentioned oil agreement to Satellite Exploration AB, which accepts this assignment,

and the letter of the Minister of Oil and Minerals dated 12 February 1989 approving that assignment,

and in pursuance of public interest,

have decreed as follows

Article I

The assignment by International Petroleum Corporation of 10% of its rights and obligations in the mentioned oil agreement signed on 4 May 1987 to Satellite Exploration AB is hereby approved. The final shares of the parties to the agreement are as follows:

90% International Petroleum Corporation.

10% Satellite Exploration AB.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 83/89 Amending Royal Decree 55/88

and Royal Decree 55/88 Ratifying the Agreement on Cultural and Scientific Cooperation Between the Government of the Sultanate of Oman and the Government of the Kingdom of Morocco,

and in pursuance of public interest,

have decreed as follows

Article I

The reference to the Agreement on Cultural and Scientific Cooperation Between the Government of the Sultanate of Oman and the Government of the Kingdom of Morocco contained in Royal Decree 55/88 is hereby amended to read as follows:

The Agreement on Cultural and Scientific Cooperation Between the Government of the Sultanate of Oman and the Government of the Kingdom of Morocco signed in the city of Muscat on 22 January 1985.

Article II

This decree must be published in the Official Gazette, and comes into force from 23 June 1988.

The membership of Mohammed bin Moosa Al-Yousef—Secretary General of the Development Council and Advisor to the Ministry of Finance and Economy—in the Board of Governors of the Central Bank of Oman hereby continues until the end of the period specified in the mentioned Royal Decree 46/86.

Article II

This decree must be published in the Official Gazette.

have decreed as follows

Article I

The phrases “Directorate General of Accounts Audit” and “Director General of Accounts Audit” are hereby amended to “Secretariat General of Accounts Audit” and “Secretary General of Accounts Audit”, respectively, wherever they occur.

Article II

This decree must be published in the Official Gazette, and comes into force as of 3 January 1989.

Royal Decree 5/73 Issuing the Police Law,

and Royal Decree 6/89 Regarding the Regulation of the Relationship Between Landlords and Tenants of Residences and Commercial and Industrial Premises and the Registration of Their Lease Contracts,

and in pursuance of public interest,

have decreed as follows

Article I

A new paragraph is hereby added to article II of the mentioned Royal Decree 6/89, with the following text:

“Final decisions issued by the mentioned committees are deemed enforceable judicial rulings, and the Royal Oman Police shall assist in the enforcement procedures.”

Article II

A new article numbered IIbis is hereby added to the mentioned Royal Decree 6/89, with the following text:

In the event of failure to implement the decisions issued by the mentioned committees, the offender must be referred to the competent criminal court and must be punished by imprisonment for a period not exceeding six months and a fine not exceeding three hundred Rial Omani, or one of those two punishments, in addition to being compulsorily required to implement the decision.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

Royal Decree 78/89 Transferring the Mandate of the Control of the Sale and Distribution of Refined Petroleum Products to the Ministry of Oil and Minerals

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The Ministry of Oil and Minerals hereby has the mandate to issue the necessary permits for the establishment of stations for the sale and distribution of refined petroleum products, and to control the distribution of such products throughout the Sultanate.

Article II

The provisions of the preceding article do not prejudice the procedures for registration in the Commercial Register in accordance with the provisions of Law 3/74.

Article III

The Directorate of Petroleum Products Affairs, its officers, and its allocations are hereby transferred from the Ministry of Commerce and Industry to the Ministry of Oil and Minerals, and the organisational structure of each of the two ministries must be amended accordingly.

Article IV

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article V

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
