We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 47/80 Issuing the Law Concerning the Statute of the Officers of the Diwan of Royal Court Affairs and its amendments,

and Royal Decree 16/83 Adopting the Organisational Structure of the Diwan of Royal Court Affairs and its amendments,

and in pursuance of public interest,

have decreed as follows

Article 1

Engineer Mohsin bin Mohammed Al-Sheikh—Director General of Projects and Maintenance at the Diwan of Royal Court Affairs—is hereby transferred to Special Grade A of the Grades and Salaries Schedule attached to the Law Concerning the Statute of the Officers of the Diwan provided that he retains his current job title.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Hussain bin Mohammed bin Ali—Our ambassador to the United Kingdom—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Grand Duchy of Luxembourg.

The Minister of Information is hereby authorised to sign the mentioned Protocol on Media Cooperation Between the Government of the Sultanate of Oman and the Government of Malaysia.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The Deputy Prime Minister for Financial and Economic Affairs is hereby authorised to sign the Agreement on the Reciprocal Exemption of Tax on Income Derived From Air Transport Activities Between the Government of the Sultanate of Oman and the Government of the State of Kuwait.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 44/81 Establishing the Constitutive Committee for the Project of Sultan Qaboos University,

and Royal Decree 9/86 Issuing the Sultan Qaboos University Law,

and in pursuance of public interest,

have decreed as follows

Article 1

Amer bin Ali bin Omair Al-Marhoobi is hereby appointed Vice-Chancellor of Sultan Qaboos University.

Article 2

Dr Abdulmajeed Othman Mohammed is hereby appointed Advisor to the University Council and entrusted with the duties of Assistant Vice-Chancellor for Academic Affairs.

Article 3

Salim bin Nasser Al-Maskari is hereby appointed Secretary General of Sultan Qaboos University.

Article 4

The constitutive committee for the project of Sultan Qaboos University shall continue to carry out its tasks, as set out in the Minister of Education and Youth Affairs, Chairman of the Committee Decision 21/1981 until the date of the inauguration of the university. It shall be accountable to the council of the university.

Article 5

This decree must be published in the Official Gazette, and comes into force from the date of its publication.
