We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and the Statute of the International Institute of Administrative Sciences ratified on 20 July 1962,

and in pursuance of public interest,

have decreed as follows

Article 1

The accession of the Sultanate of Oman represented by the Institute of Public Administration to the membership of the International Institute of Administrative Sciences is hereby approved.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Article I

Amer bin Ali bin Omair Al-Marhoobi—Vice Chancellor of Sultan Qaboos University—is hereby granted the rank of minister.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The Financial Affairs Council is hereby recomposed under Our chairmanship as follows:

(a) Members by virtue of their position:

– Deputy Prime Minister for Financial and Economic Affairs — Deputy Chairman

– Minister of Petroleum and Minerals — Member

– Minister of Commerce and Industry — Member

– Undersecretary of Financial Affairs — Member

– Deputy Chairman of the Board of Governors and Executive President of the Central Bank of Oman — Member

(b) Members in their personal capacity:

– Sayyid Thuwaini bin Shihab — Member

– Dr Omar bin Abdulmonem Al-Zawawi — Member

– Mohammed bin Al-Zubair — Member

The board may entrust one of its members with the duties of the secretariat general until a full-time secretary general is appointed.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 46/85 Adopting the Organisational Structure of the Ministry of Social Affairs and Labour,

and in pursuance of public interest,

have decreed as follows

Article 1

The following are hereby transferred from the Ministry of Social Affairs and Labour to the Ministry of Housing:

(a） The Directorate General of Social Housing.

(b） The Directorate of Social Housing within the Directorate General of Social Affairs and Labour in the Southern Region.

Their allocations and budgets are also hereby transferred to the Ministry of Housing.

Article 2

The Organisational Structure of both the Ministry of Housing and the Ministry of Social Affairs and Labour are hereby amended in accordance with the foregoing.

Article 3

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
