We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and the draft Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Iraq for Air Services Between and Beyond Their Respective Territories, initialled in Muscat on 27 December 1983,

and in pursuance of public interest,

have decreed as follows

Article 1

The Minister of Transport is hereby authorised to sign the mentioned Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Iraq for Air Services Between and Beyond Their Respective Territories.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

the Charter of the Cooperation Council for the Arab States of the Gulf,

and the Agreement on the Privileges and Immunities of the Cooperation Council for the Arab States of the Gulf done in the city of Riyadh on Sunday, 9 Jumada Al-Thani 1404 corresponding to 11 February 1984,

and in pursuance of public interest,

have decreed as follows

Article 1

The mentioned Agreement on the Privileges and Immunities of the Cooperation Council for the Arab States of the Gulf is hereby ratified.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and Royal Decree 64/78 Issuing the Law on the Expropriation for Public Benefit,

and in pursuance of public interest,

have decreed as follows

Article 1

The Palace Guest House Extension Project in the Kalbuh Area specified in the attached note and masterplan is hereby deemed a public benefit project.

Article 2

The competent entities may seize land necessary for the mentioned project, and all establishments on them, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.

Article 3

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 16/83 Adopting the Organisational Structure of the Diwan of Royal Court Affairs and its amendments,

Royal Decree 18/84 Transferring the Responsibility of Supervising the Capital Municipality to the Diwan of Royal Court Affairs,

and Royal Decree 77/84 Issuing the Law Governing the Capital Municipality,

and in pursuance of public interest,

have decreed as follows

Article 1

Issa bin Nasser bin Issa Al-Houti—Deputy Chairman of the Capital Municipality—is hereby transferred to Special Grade A of the Grades and Salaries Schedule attached to the Law Concerning the Statute of the Officers of the Diwan of Royal Court Affairs without changing his current job title.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The services of Ambassador Nasser bin Saif Al-Bouali are hereby transferred from the Foreign Ministry to the Diwan of Royal Court Affairs.

Article 2

This decree must be published in the Official Gazette, and comes into force from 1 January 1985.
