Article I

The accession of the Sultanate of Oman to the Convention on the Privileges and Immunities of the Specialized Agencies is hereby approved in the form attached, subject to the reservation on section 32 of article IX of the convention.

Article II

The competent entities shall deposit the instrument of accession for the aforementioned convention in accordance with its provisions, subject to the aforementioned reservation.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State,

Royal Decree 2/98 Promulgating the Real Estate Register System,

the Law of Free Zones promulgated by Royal Decree 56/2002,

Royal Decree 67/2003 Applying the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf,

the Income Tax Law promulgated by Royal Decree 28/2009,

Royal Decree 93/2020 Amending the Name of the Ministry of Housing to the Ministry of Housing and Urban Planning, Determining Its Competences, and Adopting Its Organisational Structure,

and Royal Decree 105/2020 Establishing the Public Authority for Special Economic Zones and Free Zones and Determining Its Competences,

and in pursuance of public interest,

have decreed as follows

Article I

An economic city in the Governorate of Batinah South named the “Khazaen Economic City” is hereby established on the area of land specified in accordance with the attached masterplan. It shall be subject to the supervision of the Public Authority for Special Economic Zones and Free Zones, and the attached system shall apply to it.

Article II

Two free zones are hereby established in the Khazaen Economic City on the area of land specified in accordance with the attached masterplan and which are specified in the development agreement referred to in the attached system.

Article III

The development agreement and usufruct agreement for the Khazaen Economic City stipulated in the attached system are hereby approved.

Article IV

Oman Logistics Company LLC shall be the operator of the Khazaen Economic City and the two free zones in it, and Khazaen Economic City LLC shall be the developer of the Khazaen Economic City and the two free zones in it.

Article V

The Chairman of the Board of Directors of the Public Authority for Special Economic Zones and Free Zones shall issue the necessary regulations and decisions to implement the provisions of the attached system.

Article VI

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

and after presentation to Majlis Al-Shura,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

the Law on Granting the Concession of the Wastewater Facility in the Governorate of Muscat promulgated by Royal Decree 69/2005,

Royal Decree 118/2007 regarding the Transfer of the Assets and Liabilities of the Seawater Extraction and Return Facility and the Potable Water and Sewage Networks Located in Sohar Industrial Port to Majis Industrial Services Company SAOC,

Royal Decree 78/2020 Amending the Name of the Electricity and Related Water Sector Regulation Authority to the Authority for Public Services Regulation and Assigning Some Competences to It,

Royal Decree 92/2020 Amending the Name of the Ministry of Agriculture and Fisheries to the Ministry of Agriculture, Fisheries, and Water Resources, Determining Its Competences, and Adopting Its Organisational Structure,

and Royal Decree 131/2020 regarding the Water and Wastewater Sector,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law on the Regulation of the Water and Wastewater Sector shall apply.

Article II

The Chairman of the Board of the Authority for Public Services Regulation shall issue the necessary regulations and decisions for implementing the provisions of the attached law, and until they are issued, the regulations and decisions in force continue to operate to the degree that they do not contradict with its provisions.

Article III

All those who practise any of the activities subject to regulation by virtue of the provisions of the attached law shall rectify their status in compliance with its provisions within 6 (six) months from the date of its entry into force, and this period may be extended by a decision by the Board of Directors of the Authority for Public Services Regulation for an additional 6 (six) months period.

Article IV

All that is contrary to this decree and the attached law, or in conflict with their provisions, is hereby repealed.

Article V

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
