Royal Decree 114/2007 Approving the Accession of the Sultanate of Oman to the Memorandum of Understanding on Port State Control for the Indian Ocean Region

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Memorandum of Understanding on Port State Control for the Indian Ocean Region,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the aforementioned memorandum of understanding is hereby approved.

Article II

Competent entities shall deposit the instrument of accession to the aforementioned memorandum in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 109/2007 Transferring and Appointing in the Diplomatic Corps

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Diplomatic and Consular Corps Law issued by Royal Decree 40/86,

and in pursuance of public interest,

have decreed as follows

Article I

The ambassadors named below are hereby transferred to the headquarters of the Foreign Ministry:

1. His Highness Sayyid Jaifar bin Salim bin Ali Al-Said, Our ambassador to the French Republic.

2. Mohammed bin Yousuf bin Qassim Al-Zarafi, Our ambassador to Japan.

3. Ahmed bin Mohammed bin Masoud Al-Riyami, Our permanent representative to the United Nations Office in Geneva.

4. Salim bin Mohammed bin Masoud Al-Riyami, Our ambassador to the Republic of Austria.

5. Ali bin Ahmed bin Harib Al-Issai, Our ambassador to the Republic of Tunisia.

Article II

Ambassador Yahya bin Salim bin Hamed Al-Wahaibi is hereby appointed a permanent representative of Ours to the United Nations Office in Geneva.

Article III

The following are hereby granted:

1. Sheikh Mohammed bin Abdullah bin Ali Al-Qatabi the rank of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the United Arab Emirates.

2. Minister Plenipotentiary Hussain bin Omar bin Abdullah Al-Ibrahim the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Tunisia.

3. Advisor Sayyid Khalifa bin Al-Mirdas bin Ahmed Al-Busaidi the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the French Republic.

4. Advisor Dr Bader bin Mohammed bin Zahir Al-Hinai the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Austria.

5. Advisor Khalid bin Hashil bin Mohammed Al-Muslahi the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to Japan.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Ambassador Mohammed bin Nasser bin Hamad Al-Wahaibi, Our ambassador to the Republic of Turkey, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Turkmenistan.

Article II

Ambassador Aflah bin Sulaiman bin Mohammed Al-Tai, Our ambassador to Malaysia, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Indonesia and the Republic of the Philippines.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Article I

The Tender Board is hereby recomposed under the chairmanship of the Minister of Transport and Communications and the membership of:

– Minister of Regional Municipalities and Water Resources deputy chairman

– Minister of Manpower.

– Minister of Civil Service.

– Secretary General of the Ministry of Finance.

– Minister of Housing.

– Undersecretary of the Ministry of National Economy for Development Affairs.

– Undersecretary of the Ministry of Commerce and Industry for Commerce and Industry.

– Secretary General of the Supreme Committee for City Planning.

– Secretary General of the Tender Board.

Article II

All that is contrary to this decree is hereby repealed.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

Royal Decree 114/2000 issuing the Banking Law,

and Royal Decree 61/2002 Forming the Board of Governors of the Central Bank of Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The Board of Governors of the Central Bank of Oman is hereby formed under Our chairmanship and the membership of the following:

1. Dr Ali bin Mohammed bin Moosa—deputy chairman

2. Mohammed bin Nasser Al-Khusaibi—representing the Ministry of Finance

3. Hamoud bin Sangour bin Hashim Al-Zadjali         

4. Yahya bin Said bin Abdullah Al-Jabri         

5. Mohsin bin Haider bin Darwish    

6. Dr Hatim bin Bakheet Al-Shanfari 

The membership is for a period of five years from the date of entry into force of this decree.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

This decree must be published in the Official Gazette, and comes into force on 11 June 2007.
