Royal Decree 42/99 Regarding the Establishment of Private Colleges and Higher Institutes

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

Royal Decree 15/94 Determining the Mandates of the Ministry of Higher Education,

Royal Decree 18/96 Regarding the Establishment of Private Colleges and Higher Institutes,

and Royal Decree 65/98 Establishing a Council for Higher Education,

and in pursuance of public interest,

have decreed as follows

Article I

It is permitted, by a decision by the Minister of Higher Education after the approval of the Higher Education Council, to establish private colleges or higher institutes that undertake the teaching of one or more practical or technical specialties after the secondary stage, in a manner that serves the needs of the development plans in the Sultanate and its labour market.

The Ministry of Higher Education shall supervise the mentioned colleges and higher institutes.

Article II

The Minister of Higher Education shall issue the necessary regulations for the establishment and governance of private colleges and higher institutes after the approval of the Higher Education Council. Until these regulations are issued, the existing regulations continue to operate to the degree that they do not contradict with the provisions of this decree.

Article III

The mentioned Royal Decree 18/96 is hereby repealed, as well as all that is contrary to this decree, or in conflict with its provisions.

Article IV

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

Royal Decree 41/99 Issuing the System of Private Universities

Arabic 

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and Royal Decree 65/98 Establishing a Council for Higher Education,

and in pursuance of public interest,

have decreed as follows

Article I

The attached system shall apply in regard to private universities.

Article II

All that is contrary to the attached system, or in conflict with its provisions, is hereby repealed.

Article III

The Minister of Higher Education shall issue the executive regulation for the provisions of this system after the approval of the Higher Education Council.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its publication.

Royal Decree 43/99 Amending the Identity Card Law

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State issued by Royal Decree 101/96, the Identity Card Law issued by Royal Decree 2/87, and the Financial Law issued by Royal Decree 47/98, and in pursuance of public interest,

have decreed as follows

Article I

The text of article 4 of the mentioned Identity Card Law is hereby replaced with the following text:

A decision by the inspector general, after the approval of the Minister Supervising the Ministry of Finance, must determine the fees for the issuance and replacement of the identity card and other fees that must be paid in implementation of the provisions of this law and the regulations issued pursuant to it, provided that they do not exceed five Rial.

Article II

Royal Decree 40/99 Appointing a Chairman to the Board of Directors of Oman Chamber of Commerce and Industry

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the General System of the Oman Chamber of Commerce and Industry issued on 15 May 1973 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

Sheikh Salim bin Hilal bin Ali Al-Khalili is hereby appointed Chairman of the Board of Directors of the Oman Chamber of Commerce and Industry for a period of four years.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the General System of the Oman Chamber of Commerce and Industry issued on 15 May 1973 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The following are hereby appointed members of the Board of Directors of the Oman Chamber of Commerce and Industry for a term of four years:

1. Sheikh Salim bin Hilal bin Ali Al-Khalili.

2. Said bin Nasser bin Mansoor Al-Khusaibi.

3. Said bin Saleh bin Mohammed Al-Hinai.

4. Asila bint Zahir bin Hamad Al-Harthi.

5. Abdulkhaliq bin Ahmed Al-Shihi.

Royal Decree 38/99 Approving the Accession of the Sultanate of Oman to the Convention on the Marking of Plastic Explosives for the Purpose of Detection

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Convention on the Marking of Plastic Explosives for the Purpose of Detection done in Montreal on 1 March 1991,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the mentioned Convention on the Marking of Plastic Explosives for the Purpose of Detection is hereby approved.

Article II

Competent entities shall undertake the procedures for acceding to the agreement in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and the Diplomatic and Consular Corps Law issued by Royal Decree 40/86 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

Ambassador Fuad bin Mubarak bin Ali Al-Hinai—Our Permanent Representative to the United Nations in New York—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Cuba, the Bolivarian Republic of Venezuela, and the Republic of Colombia.

Article II

Ambassador Khalifa bin Ali bin Issa Al-Harthy, Our ambassador to the Republic of India, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Seychelles.

Article 3

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The mentioned agreement is hereby ratified.

Article II
