Royal Decree 36/92 Forming the Board of Governors of the Central Bank of Oman

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

the Banking Law 7/74 and its amendments,

Royal Decree 25/75 Forming the Board of Governors of the Central Bank of Oman and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The membership of the following in the Board of Governors of the Central Bank of Oman must continue until the end of the period specified in the decree appointing them:

– Ahmed bin Abdulnabi MakkiMinister of Civil Service Deputy chairman
– Mohammed bin Moosa Al-YousefSecretary General of the Development Council Member
– Yahya bin Mohammed Naseeb Member

Article II

The following are hereby appointed members of the Board of Governors of the Central Bank of Oman for a period of five years from the date of entry into force of this decree:

Dr Al-Yaqdhan bin Talib Al-Hinai—Undersecretary of the Ministry of Commerce and Industry

Mansour bin Talib bin Mohammed Al-Zakwani

Ali bin Dawood Al-Raisi

Article III

All that is contrary to this decree is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 35/92 Transferring an Employee of the Ministry of Interior to the First Financial Grade of the First Circle

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 8/80 Issuing the Civil Service Law and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

In exception to the provisions of the mentioned Civil Service Law, Sayyid Saif bin Sultan bin Hamoud Al-Busaidi, Advisor in the Ministry of Interior, is hereby transferred to the first financial grade of the first circle of the general schedule.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 31/92 Regarding Increasing the Capital of Banks Operating in the Sultanate

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

the Banking Law 7/74 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The text of paragraphs (a) and (b) of article 4-01.3 of the mentioned Banking Law is hereby amended to read as follows:

(a) Any local bank shall have and maintain at all times a paid-up capital of not less than ten million Rial Omani.

(b) Any foreign bank shall have and maintain within the Sultanate at all times a paid-up capital of not less than three million Rial Omani as initial capital, provided that this amount is maintained within the Sultanate at all times and must be available for the practice of banking business within the Sultanate, in addition to the funds required to be maintained in particular in the central bank as capital deposits in accordance with article 4-02.3 of this law and as reserves against deposits in accordance with article 4-30.3 of this law.

Article II

Banks operating at the time of the entry into force of this law shall rectify their status in accordance with article I within eighteen months from the date of publication of this decree.

Article III

This decree must be published in the Official Gazette.

Salim bin Mohammed bin Shaaban is hereby appointed Chairman of the Board of Directors of Oman Chromite Company.

Article II

– Khalifa bin Mubarak bin Ali Al-Hinai

are hereby appointed members of the Board of Directors of Oman Chromite Company.

Article III

Royal Decree 27/92 Granting Omani Nationality

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 3/83 on the Law Governing Omani Nationality and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

Anthan Bohari Tasm Maskin is hereby granted Omani nationality in accordance with the provisions of article 3 of the mentioned Law Governing Omani Nationality, and is hereby authorised to dually hold it with her original nationality.

Article II

This decree must be published in the Official Gazette, and comes into force from 19 November 1991.
