We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
The Secretary General of the Supreme Committee for Conferences—Acting Chairman of the Public Authority for Sports and Youth Activities—is hereby authorised to sign the mentioned Memorandum of Understanding Between the Government of the Sultanate of Oman and the Government of the United Kingdom of Great Britain and Northern Ireland in the Fields of Sports and Youth.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and the initialled draft Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of the Philippines for Air Transport Services,
and in pursuance of public interest,
have decreed as follows
Article I
The Minister of Transport is hereby authorised to sign the mentioned Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of the Philippines for Air Transport Services.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

In exception to the provisions of the mentioned Civil Service Law, Omar bin Said bin Salim Al-Marhoon—Director General of the Planning Unit at the Ministry of Agriculture and Fisheries—is hereby transferred to the special grade.

and Royal Decree 8/92 Issuing the Muscat Municipality Law,
and in pursuance of public interest,
have decreed as follows
Article I
Article 8 of the Muscat Municipality Law issued by Royal Decree 8/92 is hereby amended as follows:
The municipal council consists of the chairman of the municipality and twenty-five members, of whom nine members represent government agencies selected by the heads of their units who hold the rank of director general, and sixteen members representing the wilayat of the Governorate of Muscat.

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

and the Board of Governors of the Central Bank of Oman Decision 780/76/3/92/99 Approving the mentioned Amendment,
and in pursuance of public interest,
have decreed as follows
Article I
The mentioned Third Amendment to the Articles of Agreement of the International Monetary Fund is hereby ratified.

A new paragraph is hereby added to article 9 of the mentioned Royal Decree 1/80 with the following text:
The board may also issue special regulations governing the affairs of the officers of the fund.

and Royal Decree 64/83 Establishing the Omani Banking Institute,
and in pursuance of public interest,
have decreed as follows
Article I
The text of article IV of the mentioned Royal Decree 64/83 is hereby replaced with the following text:
The board of directors of the banking institute is hereby formed as follows:
| – Two representatives of the Central Bank of Oman appointed by the Executive President of the Central Bank. | One of whom is the chairman of the board and the other the deputy chairman |
| – A representative of the Ministry of Education appointed by the minister. | Member |
| – A representative of the Vocational Training Authority appointed by the president of the authority. | Member |
| – Four representatives of banks appointed by licensed banks. | Members |
| – The director of the institute or his deputy. | Member and secretary |
Article II
All relevant entities shall implement the provisions of this decree, each within its mandates.
