We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby granted to those named in the attached list.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 16/2021 Approving the Assignment by Medco Arabia Ltd of 45% of Its Rights and Obligations in the Petroleum Agreement Signed on 20 November 2014 for Block 56 to Tethys Oil Oman Onshore Limited

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, the Oil and Gas Law promulgated by Royal Decree 8/2011, Royal Decree 72/2014 Approving the Petroleum Agreement between the Government of the Sultanate of Oman, Medco Arabia Ltd, and Intaj LLC for Block 56, Royal Decree 12/2019 Approving the Assignment by Medco Arabia Ltd of a Third of Its Rights and Obligations in the Petroleum Agreement Signed on 20 November 2014 for Block 56 to Biyaq Oilfield Services LLC, Royal Decree 35/2020 Approving the Assignment by Biyaq Oilfield Services LLC of 20% of Its Rights and Obligations in the Petroleum Agreement Signed on 20 November 2014 for Block 56 to Tethys Oil Oman Onshore Limited, and the Assignment by Intaj LLC of 20% of Its Rights and Obligations in this Agreement to Biyaq Oilfield Services LLC, and the collection of documents upon which Medco Arabia Ltd assigned 45% of its rights and obligations in the petroleum agreement signed on 20 November 2014 for Block 56 to Tethys Oil Oman Onshore Limited, which accepts this assignment, and in pursuance of public interest,

have decreed as follows

Article I

The assignment by Medco Arabia Ltd of 45% of its rights and obligations in the petroleum agreement signed on 20 November 2014 for Block 56 to Tethys Oil Oman Onshore Limited is hereby approved. The final shares of the parties to the agreement are hereby as follows:

65% for Tethys Oil Oman Onshore Limited

25% for Biyaq Oilfield Services LLC

5% for Medco Arabia Ltd

5% for Intaj LLC

Article II

Royal Decree 15/2021 regarding the Application of the Unified System to Extend Insurance Protection for Military Personnel That Are Nationals of the States of the Cooperation Council for the Arab States of the Gulf Working in a Member State of the Council Other than Their State

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of Pensions and Gratuity for Employees of Royal Guard of Oman issued by Royal Decree 49/98,

the Law of Pensions and End of Service Gratuity for Employees of the Royal Oman Police and the Royal Oman Police Pension Fund Regulation promulgated by Royal Decree 2/2000,

the Law of Pensions and End of Service Gratuity for Employees of the Ministry of Defence and the Sultan of Oman's Armed Forces promulgated by Royal Decree 3/2002,

Royal Decree 5/2006 regarding the Application of the Unified System to Extend Insurance Protection for Citizens of the States of the Cooperation Council for the Arab States of the Gulf Working in Other than Their State,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf in its 31st (thirty-first) session in the Abu Dhabi Summit in December 2010 regarding the approval of the draft the unified system to extend insurance protection for military personnel that are nationals of the States of the Cooperation Council for the Arab States of the Gulf working in a member state of the council other than their state.

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached unified system to extend insurance protection for military personnel that are nationals of the States of the Cooperation Council for the Arab States of the Gulf working in a member state of the council other than their state shall apply by taking into account the following:

1. The provisions of the aforementioned Law of Pensions and End of Service Gratuity for Employees of the Ministry of Defence and the Sultan of Oman's Armed Forces shall apply to Omani military personnel working in one of the military units in the State of the Cooperation Council for the Arab States of the Gulf, subject to the military retirement systems in the council states, those who do not get pension from the Sultanate.

2. The wage cap subject to participation shall be in accordance with the starting salary of the corresponding rank in accordance with the system in force in the Ministry of Defence in the Sultanate. The entitlement of those subject to the attached system is limited to the pension, and the pension is calculated at the rate of 2.5% of the monthly average of the salary subject to participation within the last 5 (five) years of the service period multiplied by the number of years of service and a maximum of 80% of the average salary subject to participation.

3. The family of the deceased retired, in accordance with the provisions of the attached system, shall be entitled to a death grant in an amount of 1,000 (one thousand Omani Rial.)

Article II

The Ministry of Finance shall pay the difference in contributions between the contribution of the state stipulated in the aforementioned Law of Pensions and End of Service Gratuity for Employees of the Ministry of Defence, and military retirement laws and systems in the host state of work.

Article III

All military and security bodies that apply to their workers the provisions of the aforementioned Law of Pensions and End of Service Gratuity for Employees of the Ministry of Defence and the Sultan of Oman's Armed Forces, or any other military pension law shall register their workers that are nationals of the States of the Cooperation Council for the Arab States of the Gulf, and shall pay the assessed contributions, in accordance with the attached system.

Article IV

The Deputy Prime Minister for Defence Affairs shall issue the necessary regulations and decisions for implementing the attached system.

Article V

All that is contrary to this decree and the attached system, or in conflict with their provisions, is hereby repealed.

Article VI

This decree shall be published in the Official Gazette, and comes into force on 1 June 2011.

Royal Decree 12/2021 Restructuring the Defence Council

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, Royal Decree 105/96 regarding the Defence Council, and the General Mobilisation Law promulgated by Royal Decree 76/2008, and in pursuance of public interest,

have decreed as follows

Article I

The Defence Council is hereby formed under the chairmanship of the Supreme Commander the Sultan and with the membership of the following:

– Deputy Prime Minister for Defence Affairs.

– Minister of the Royal Office, Head of the Office of the Supreme Commander.

– Head of Liaison and Coordination in the Royal Office.

– Chairman of the Internal Security Service.

– Inspector General of Police and Customs.

– Chief of Staff of the Sultan’s Armed Forces.

Article II

Without prejudice to its other competences stipulated in the laws and royal decrees, the Defence Council has the authority to consider all issues relating to safeguarding and defending the safety of the Sultanate, and it convenes when it is deemed necessary to declare general mobilisation.

Article III

The aforementioned Royal Decree 105/96 is hereby repealed as well as all that is contrary to this decree, or in conflict with its provisions.

Article IV

Royal Decree 14/2021 Making Military Promotions and Appointments

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and in pursuance of public interest,

have decreed as follows

Article I

Brigadier Nasser bin Saleh bin Saud Al-Maawali is hereby promoted to the rank of Major General and appointed Secretary General of the National Security Council in the Royal Office.

Article II

Brigadier Sulaiman bin Khalid bin Sulaiman Al-Zakwani is hereby promoted to the rank of Major General and appointed Secretary General of Military Affairs in the Royal Office.

Article III

Brigadier Salim bin Ali bin Bader Al-Hosni is hereby promoted to the rank of Major General and appointed Commander of Royal Guard of Oman.

Article IV

Brigadier Musallam bin Mohammed bin Taman Jaaboub is hereby promoted to the rank of Major General and appointed Commander of the Sultan’s Special Force.

Article V

Major General Abdullah bin Ali bin Hamad Al-Harthy is hereby appointed Assistant Inspector General of Police and Customs for Operations.

Article VI

Brigadier Khalifa bin Ali bin Nasser Al-Siyabi is hereby promoted to the rank of Major General and appointed Assistant Inspector General of Police and Customs for Administrative and Financial Affairs.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 13/2021 Restructuring the National Security Council

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and Royal Decree 63/2003 regarding the National Security Council,

and in pursuance of public interest,

have decreed as follows

Article I

The National Security Council is hereby formed under the chairmanship of the Supreme Commander the Sultan and with the membership of the following:

– Minister of the Royal Office, Head of the Office of the Supreme Commander.

– Head of Liaison and Coordination in the Royal Office.

– Chairman of the Internal Security Service.

– Inspector General of Police and Customs.

– Chief of Staff of the Sultan’s Armed Forces.

The council may request the attendance of whomever it deems appropriate other than its members.

Article II

The National Security Council has the authority to consider all issues relating to national security.

Article III

The National Security Council shall convene under the chairmanship of the Supreme Commander the Sultan in the cases he determines, and in other cases it convenes under the chairmanship of the Minister of the Royal Office, Head of the Office of the Supreme Commander.

Article IV

The National Security Council shall have a secretary general appointed by royal decree.

Article V

A secretariat general subordinate to the Royal Office, and a number of committees subordinate to the council shall assist the National Security Council in the exercise of its competences. A decision shall be issued by the Minister of the Royal Office, Head of the Office of the Supreme Commander, governing the work of the secretariat general, determining the competences of the secretary general, and forming committees and determining their competences.

Article VI

The aforementioned Royal Decree 63/2003 is hereby repealed as well as all that is contrary to this decree, or in conflict with its provisions.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 11/2021 Making Military Promotions and Appointments

after perusal of the Basic Statute of the State,

and in pursuance of public interest,

have decreed as follows

Article I

Rear Admiral Abdullah bin Khamis bin Abdullah Al-Raisi is hereby promoted to the rank of Vice Admiral and appointed Chief of Staff of the Sultan’s Armed Forces.

Article II

Air Commodore Khamis bin Hammad bin Sultan Al-Ghafri is hereby promoted to the rank of Air Vice-Marshal and appointed Commander of the Royal Air Force of Oman.

Article III

Commodore Saif bin Nasser bin Mohsin Al-Rahbi is hereby promoted to the rank of Rear Admiral and appointed Commander of the Royal Navy of Oman.

Article IV

Air Commodore Engineer Saleh bin Yahya bin Masoud Al-Maskari is promoted to the rank of Air Vice-Marshal and appointed Commandant of the National Defence College.

Article V

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 9/2021 regarding the Oman Authority for Academic Accreditation and Quality Assurance of Education

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 54/2010 Establishing the Oman Academic Accreditation Authority,

Royal Decree 78/2013 Issuing the Unified Grades and Salaries Schedule for Omani Civil Employees of the State,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and Royal Decree 79/2020 Determining the Competences of the Ministry of Education and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Oman Academic Accreditation Authority” is hereby amended to the “ Oman Authority for Academic Accreditation and Quality Assurance of Education.”

Article II

The competences of the Oman Authority for Academic Accreditation and Quality Assurance of Education is hereby determined in accordance with the attached annex 1.

Article III

The organisational structure of the Oman Authority for Academic Accreditation and Quality Assurance of Education is hereby adopted in accordance with the attached annex 2.

Article IV

The Oman Authority for Academic Accreditation and Quality Assurance of Education shall be subordinate to the Council of Ministers.

Article V

The headquarters of the Oman Authority for Academic Accreditation and Quality Assurance of Education shall be in the Governorate of Muscat, and it is permitted by a decision of the board of directors to establish branches in other governorates.

Article VI

The Oman Authority for Academic Accreditation and Quality Assurance of Education shall have an executive president with the special grade appointed by royal decree.

Article VII

Public and private schools, public and private higher education institutions, and other concerned bodies shall adhere to the systems, standards, and procedures of academic accreditation and education quality assurance set by the authority. They shall also provide the authority with the data and statistics it deems necessary to exercise its competences.

Article VIII

All allocations, assets, rights, obligations, and holdings of the Directorate General of School Evaluation in the Ministry of Education are hereby transferred to the Oman Authority for Academic Accreditation and Quality Assurance of Education.

Article IX

The employees of the Directorate General of School Evaluation in the Ministry of Education are hereby transferred to the Oman Authority for Academic Accreditation and Quality Assurance of Education with their same financial grades, in accordance with the coordination between the executive president of the authority and the Minister of Education.

Article X

The phrase “Oman Academic Accreditation Authority” wherever it occurs in laws and royal decrees is hereby replaced with the phrase “Oman Authority for Academic Accreditation and Quality Assurance of Education.”

Article XI

Employment and financial regulations and decisions in force in the Oman Authority for Academic Accreditation and Quality Assurance of Education shall continue to operate until the Unified Civil Service Law is promulgated.

Article XII

The Chairman of the Board of Directors of the Oman Authority for Academic Accreditation and Quality Assurance of Education shall issue the necessary regulations and decisions for implementing the provisions of this decree, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of this decree.

Article XIII

The System of the Oman Academic Accreditation Authority attached to the aforementioned Royal Decree 54/2010 is hereby repealed as well as all that is contrary to this decree and the attached annexes, or in conflict with their provisions.

Article XIV

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 8/2021 Amending Some Laws and Royal Decrees

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, and Royal Decree 121/2008 regarding the Sultanate of Oman Ratifying the International Convention on the Rights of Persons with Disabilities, and in pursuance of public interest,

have decreed as follows

Article I

The word “handicapped”, the phrase “persons with special needs”, and other terms referring to persons with disabilities wherever they occur in laws and royal decrees are hereby replaced with the phrase “persons with disabilities.”

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III
