We, Qaboos bin Said, the Sultan of Oman

In pursuance of public interest,

and based on the matters presented to Us by the Deputy Chairman of the Financial Affairs Council,

have decreed as follows

Article 1

The Board of Governors of the Central Bank of Oman is hereby formed as follows:

(a) Sayyid Tariq bin Taimur Al-Said Chairman of the board of governors

(b) Dr Yousef Nematullah Deputy chairman

(c) Mahmoud Mohammed Murad Governor

(d) Ali Sultan Governor

(e) Mr John Gunter Governor

Article 2

Those concerned shall implement this decree from its date, and it must be published in the Official Gazette.

Based on the fact that the value of the property on which the assessment of diyat and arsh is based in the Muhammadan Sharia has increased from what it was previously,

after perusal of the opinion of the review committee composed of the sheikh judges on the determination of diyat and arsh, and in pursuance of public interest,

have decreed as follows

Article 1

The diyat for a man is hereby 2,400 (two thousand and four hundred) Rial Omani and the diyat for a woman is hereby half the diyat for a man.

Article 2

The arsh for injuries is hereby determined according to the rule on the basis of which the original diyat is determined.

Article 3

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

based on the matters presented by the Minister of Social Affairs and Labour and approved by the Council of Ministers,

have decreed as follows

Article 1

A council named the Vocational Training Council is hereby established in the Ministry of Social Affairs and Labour.

Article 2

This council is hereby formed as follows:

1. Minister of Social Affairs and Labour Chairman

2. Director of Vocational Training at the Ministry of Social Affairs and Labour Member

3. 6 Representatives, with the rank of at least director from each of the Ministry of Education, the Ministry of Transportation, the Ministry of Public Works, and the Ministry of Commerce and Industry Members

4. 11 Representatives of Omani and foreign companies operating in the Sultanate, selected by the Minister of Social Affairs and Labour Advisors

Article 3

The following tasks are hereby assigned to the council:

1. Identifying the needs of the country for trained manpower in each specialisation.

2. Planning vocational training programmes to meet the needs of the country for trained manpower.

3. Proposing ways and means to finance vocational training programmes.

4. Establishing the required standards for training programmes.

Article 4

Training programmes must be financed as follows:

1. Allocations approved in the budget of the Ministry of Social Affairs and Labour for vocational training.

2. Allocations approved in the budgets of other ministries for training activities.

3. Contribution of the private sector under the provisions of the Omani Labour Law.

Article 5

This decree must be published in the Official Gazette.

Article 6

All concerned parties shall implement the provisions of this decree from the date of its publication.

We, Qaboos bin Said, the Sultan of Oman

being keen on promoting the public interests of Our nation and encouraging economic development in Our Sultanate, and after perusal of the Income Tax Decree issued on 8 December 1971,

have decreed as follows

Article 1

The term “legal person” stipulated in article 1.1 of the mentioned decree means the following:

(a) General partnerships.

(b) Limited partnerships.

(c) Joint ventures.

(d) Joint stock companies.

(e) Limited liability companies.

Article 2

Companies wholly owned by Omani nationals are hereby exempted from income tax for a period of five years from the date of publication of this decree.

Article 3

Companies whose principal purpose is industry, agriculture, and fishing are hereby exempted from income tax for a period of five years starting from the date of their establishment.

Article 4

Companies that contribute to the development of the national economy and whose paid-up capital exceeds 100,000 Rial Omani may be exempted from income tax by a decision by the Minister of Commerce and Industry for a period of five years from the date of their establishment. The exemption period may be extended, provided that it does not exceed another five years.

Article 5

All relevant ministries and directorates shall implement the provisions of this decree.

Article 6

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

after perusal of the Banking Law of 1974,

and after perusal of Our Decree 25/75 Forming the Board of Governors of the Central Bank of Oman,

have decreed as follows

Article 1

The salaries and remuneration of the Chairman of the Board of Governors of the Central Bank of Oman must be determined by a decision issued by Us.

Article 2

The salaries of the Omani members of the Board of Governors of the Central Bank of Oman must be equivalent to the salaries of undersecretaries of ministries, provided that they are dedicated full-time to their duties in the board of governors in accordance with the provisions of article 2.1.5 of the Banking Law of 1974.

Article 3

The salaries of non-Omani members of the Board of Governors of the Central Bank of Oman must be in accordance with the terms of their contracts, and these contracts must be approved by the board of governors.

Article 4

All members of the board of governors, whether full-time or part-time, are entitled to remuneration for attending the meetings of the board of governors amounting to fifty Rial Omani for each meeting.

Article 5

This decree must be published in the Official Gazette.

and based on the matters presented to Us by the Minister of State for Foreign Affairs,

have decreed as follows

Minister Plenipotentiary Ahmed Mohammed Nasser Al-Lamki is hereby granted the title of ambassador, and appointed an ambassador extraordinary and plenipotentiary of the Sultanate of Oman to the People’s Democratic Republic of Algeria.

Article 2

The Minister of State for Foreign Affairs shall implement this decree, and it comes into force from 1 June 1975, and must be published in the Official Gazette.
