We, Qaboos bin Said, the Sultan of Oman
after perusal of the Agreement Establishing the Arab International Bank for Foreign Trade and Development Between the Sultanate of Oman, the Arab Republic of Egypt, the Libyan Arab Republic, and the statute annexed to the agreement, signed by Us on 24 September 1973,
hereby decide as follows
Article 1
The Agreement Establishing the Arab International Bank for Foreign Trade and Development and the statute annexed to it are hereby ratified.
Article 2
This decree must be published in the Official Gazette, and is considered in force and comes into effect on the date of its publication.

after perusal of the Omani Nationality Law 1 of 1972, and based on the matters presented by the Minister of Interior and Justice to His Majesty the Sultan,
have decided as follows
Article 1
Article 2(3) of the law is hereby amended as follows:
His application must be preceded by a continuous and legitimate actual residency in Oman for a period not less than ten years. He may leave the country from time to time for his own affairs, provided that his absence in a single year does not exceed two months. If he is married to an Omani woman, the residency period is reduced to five years after marriage.

This amendment must be published in the Official Gazette.

We, Qaboos bin Said, the Sultan of Oman
In pursuance of public interest, We have decided to reorganise the Directorate of Accounts and Treasury,
have decreed as follows
Article 1
This directorate is hereby named the Finance Directorate instead of the Accounts and Treasury Directorate.
Article 2
The responsibility for this directorate hereby lies with the Advisor for Financial Affairs.
Article 3
The Accounts Audit Directorate must be independent of the Finance Directorate and must be under the responsibility of the Ministry of Royal Diwan Affairs.
Article 4
This decree must be published in the Official Gazette.

We, Qaboos bin Said, the Sultan of Oman
after perusal of the Constitutive Contract of the Oman National Office for Engineering Investments and Urban Planning dated 14 January 1974,
hereby decide as follows
Article 1
The establishment of an office for engineering investments under the name “Oman National Office for Engineering Investments and Urban Planning” is hereby approved, and We hereby license it to carry out its business in the Sultanate.
Article 2
In order to support the office in carrying out its business, the state shall assign to it the engineering and architectural planning studies necessary for the projects of the Sultanate and the supervision of their implementation, as follows:
(a) By direct order,
(b) through local tenders, in which case it must be treated in the same manner as national offices,
(c) or by granting it preference in cases where international tenders are required, unless its prices exceed 10% of the value of the other bids submitted.
Article 3
This decree must be published in the Official Gazette, and is considered in force as of the date of its signature.
